Commission Launches First-Ever Public Hearing into Alleged Police Misconduct

OTTAWA - Wednesday, September 13, 2006 … The Military Police Complaints Commission (MPCC) will hold a public hearing into alleged misconduct by two military police investigators. Open to media, the hearing will begin on Monday, September 18 and is expected to conclude on Friday, September 22, 2006.

The case involves an alleged sexual assault by one youth on another at a military cadet camp. The allegations being considered by the MPCC focus on the treatment of the youth suspect during a military police interrogation. Other allegations centre on a failure by police to provide evidence that could have exonerated the youth suspect, failure to follow proper procedures, and a general lack of objectivity in the investigation.

Who:

Peter Tinsley, MPCC Chair, will preside over the hearing. He will be assisted by Commission counsel Mr. Guy Cournoyer, of Shadley Battista, Montreal, and Ms. Julianne Dunbar, Senior Counsel at the MPCC.

Established in 1998, the MPCC provides independent civilian oversight of Canada's military police, in a like fashion to Canada's civilian police forces. It plays a pivotal role by assuring Canadians that allegations of police misconduct are investigated fully and that Canada's 1,200 military police officers are able to carry out their investigations free of interference from the chain of command.
