Overview of Discussions:

Welcome/Industrial Security Program/Trip to Washington

  • Gerry Deneault welcomed members and identified the impetus to create a Government-wide committee to discuss industrial security issues. He provided members with an overview of the Industrial Security Program, followed up with presentations from the Directors of the three Industrial Security Sector (ISS) directorates: Canadian and International Industrial Security (Albert Bissonnette); Controlled Goods Directorate (Peter Hull); Program Harmonization and Services (Cynthia Armstrong). He noted recent positive moves to enhance ISS services as well as future directions to implement business transformation initiatives and improved sharing of information.

  • The presentation on ISS was followed up by a brief mention of ISS’ recent trip to Washington to open discussions with US counterparts. It was noted that the sessions were positively received and it is hoped that these types of discussions will continue starting with a May meeting in Ottawa with US representatives. Work is progressing on developing an agenda, etc. Discussions will continue with departments to determine their interest in participating and/or co-hosting.

Industry Association Views

  • Gerry Deneault advised participants of deliberations of the Industrial Security Advisory Board and invited Michael Atkinson from the Canadian Construction Association to expand on industry concerns with the government security clearance processes.

    Concerns expressed by Michael Atkinson, which reflect concerns of other ISAB members/industries included the need for more:

    - consideration of clearance processes in procurement projects;
    - clearly defined security requirements;
    - uniformity of procedures;
    - portability of clearances;
    - industry access to tools for verifying clearance information.

Round Table on Government Views

  • Other government departments echoed the need for this committee and confirmed their general support for developing solutions that will assist both industry and government in simplifying the process while ensuring government security needs are met.

  • Members supported improved communications on industrial security as well as communications between Departmental Security Officers.

  • Discussions confirmed the need for:

    - consideration of clearance processes in procurement projects;
    - clearly defined security requirements;
    - uniformity of procedures;
    - portability of clearances;
    - industry access to tools for verifying clearance information.

Government Departments agreed to:

  • Advise the Industrial Security Sector if they will participate as a GISAB representative or provide the name of a different departmental participant if more appropriate.

  • Review draft Terms of Reference and provide comments to the GISAB Secretariat via Michelle.Tardif@pwgsc.gc.ca .

Industrial Security Sector agreed to:

  • Invite representatives from PWGSC’s Acquisitions Branch and Real Property Services Branch to participate on this Board to ensure representation on contractual issues.

  • Brief a future DSO meeting on the Industrial Security Sector’s Business Transformation initiatives and the creation of this Board.

  • Provide members with the link to the Industrial Security Advisory Board website:

  • Apprise members of recommendations of the Business Transformation project at the next meeting as well as implementation decisions.
