If you are unsure of the group and item number of the Export Control List (ECL) under which are categorized your controlled goods, please find below some information that will assist you:
- Review the Guide to Canada’s Export Controls from the Department of Foreign Affairs and International Trade (DFAIT), which can be found at www.dfait-maeci.gc.ca/trade/eicb/military/documents/exportcontrols-en.pdf
- If you are still not sure, you should then submit an Application for an Advisory Opinion by DFAIT through Export Controls Online (EXCOL) at www.dfait-maeci.gc.ca/trade/eicb/EXCOL/excol-en.asp
- Please note that, although you are encouraged to apply through EXCOL, you may submit a paper-form Application for Advisory Opinion (EXT 1790) through DFAIT. There may be additional delays when submitting an application using form EXT 1790 due to the fact that this form will then be input into EXCOL. The form can be found at www.dfait-maeci.gc.ca/trade/eicb/forms/documents/EXT1790.pdf
All of your sub-contractors who examine, possess or transfer controlled goods and/or controlled technology must be registered with the Controlled Goods Directorate (CGD). As a general guideline, contractual workers who require direct involvement in the acquisition, repair, modification, transfer or disposal of controlled goods and/or controlled technology, or the transmission, reception, interpretation, manipulation or safekeeping of controlled goods and/or controlled technology, must be registered with CGD.
