Humanitarian and Compassionate Review

Any foreign national, including refugee protection claimants who are found by the Immigration and Refugee Board not to be a protected person, may apply to remain in Canada on humanitarian or compassionate grounds.

Citizenship and Immigration Canada (CIC) officers will review applications for permanent residence in Canada under Humanitarian and Compassionate considerations. If you cannot view the application form and guide from your computer, contact the CIC Call Centre.
