BACKGROUND

The Canadian and International Industrial Security Directorate (CIISD) of Public Works and Government Services Canada (PWGSC) is responsible for administering Industrial Security in Canada through the following programs:

Administering the ISP involves the following:

  1. Ensuring compliance with the Government Security Policy (GSP) and associated operational and technical security standards in all phases of the contracting process that afford access to CLASSIFIED / PROTECTED government information and assets for contracts administered by PWGSC and, on request, for contracts administered by other government departments;

  2. Ensuring compliance with international industrial security memoranda of understanding and arrangements for:

    1. contracts that afford access to CLASSIFIED foreign government information and assets, and

    2. contracts that afford foreign contractors access to CLASSIFIED / PROTECTED Canadian government information and assets.

AUTHORITY

The security volume of the Treasury Board Manual, commonly referred to as the Government Security Policy (GSP), contains the Security Policy and Operational Standards for the protection of CLASSIFIED / PROTECTED information and assets. The GSP applies to all phases of the contracting process as well as to internal government operations. It also assigns Public Works and Government Services Canada (PWGSC), as the government contracting authority, the responsibility for ensuring compliance with international industrial security memoranda of understanding. In the area of contracting, the Canadian and International Industrial Security Directorate (CIISD) of PWGSC has lead agency responsibilities for operational and technical level security standards.

CIISD is the Designated Security Authority (DSA) for Canada with international industrial security responsibilities in accordance with Document C-M(55)15(FINAL) Security Within the North Atlantic Treaty Organization (NATO) and various bilateral and multinational industrial security MOUs/arrangements.
