The department's different players and the Official Languages Act
- Bureau of Francophonie, Justice in Official Languages and Legal Dualism
The Department of Justice, through its Office of La Francophonie, Justice in Official Languages and Legal Dualism, coordinates, within the Department, activities relating to both Canadian and international Francophonie.
The Office of the Francophonie, Justice in Official Languages and Legal Dualism has three components :
- International Francophonie — This component includes two elements, i.e. a reinforcement of legal ties with France, and departmental action in international legal cooperation policies in the Francophonie. In the latter case, the Associate Deputy Minister is the Department's sectional correspondent to the Minister for Foreign Affairs and International Trade.
- Justice in Official Languages — This component, which is explored on this Site, also includes two elements, i.e. access to justice in both official languages and coordination of the implementation of the government's (and therefore the Department's) commitment to the development and growth of official language minority communities (section 41, Part VII of the Official Languages Act). The (section 41) element includes a Network of coordinators responsible for the implementation of Section 41 of the OLA
- Regional Coordinators
The regional coordinators are accountable for the coordination of the implementation of Section 41 of the Official Languages Act on behalf of the Regional Director.
- Departmental program and policy coordinators
The departmental program and/or policy coordinators are accountable for the coordination of the implementation of Section 41 of the Official Languages Act within their respective Program/Initiative/Strategie.

- Legal Dualism — This consists in promoting within the Canadian legal community the existence of two legal systems in Canada, i.e civil law and common law.
- Official Languages Law Group
The Official Languages Law Group acts as legal advisor to the Federal government on official language matters. The Group also provides support to lawyers pleading before the courts and develops and coordinates the government's position in disputes involving linguistic rights. It is also responsible for developing broad directions in the area of linguistic rights.
- Human Resources Directorate
The Human Resources Directorate, for its part, is responsible for the application of Parts IV (Language of work), V (Communications with and services to the public) and VI (Participation of French-speaking and English-speaking Canadians) of the Official Languages Act, and the policies and procedures applicable thereto within the Department of Justice.
Official Language Minority Communities consultations
- Advisory Committee, Justice in Official Languages
The Advisory Committee has a mandate to act as liaison between legal and official language minority communities stakeholders (represented by both Advisory Sub-Committees), and the Department of Justice. The activities of the Advisory Committee aim to promote the development and vitality of official language minority communities, and to improve access to justice for these communities.
- Advisory Sub-Committee, Access to Justice in Both Official Languages
The mandate of the Advisory Sub-Committee on Access to Justice in Both Official Languages is to act as liaison between the legal representatives of official language minority communities, spokespersons for Official Language Minority Communities organizations and the Department of Justice Canada on issues that have an impact on access to legal and judicial services in minority official language. Issues under the jurisdiction of the Attorney General of Canada are excluded from this mandate.
- Advisory Sub-Committee, Implementation of section 41 of the Official Languages Act
The mandate of this Sub-Committee is to provide a forum to allow official language minority communities and the Department of Justice of Canada to better consult on the implementation of the Strategic Plan for the Implementation of section 41.
- Federal-Provincial-Territorial (f-p-t) Working Group on Access to Justice in Both Official Languages
The mandate of this Group is to examine any barriers and possible solutions to access to justice in both official languages; to take into consideration the Environmental Scan : Access to Justice in Both Official Languages and other studies on access to justice in both official languages; to exchange information on the best practices and initiatives in place in each of the jurisdictions; and draw the attention of the deputy ministers of Justice to issues related to access to justice in both official languages.
