IMPLEMENTATION OF SECTION 41 OF THE
OFFICIAL LANGUAGES ACT

Contraventions Act
OBJECTIVES PRINCIPAL MEASURES OUTPUTS 2001-2002
  • To consult the official language minority communities in order to inform them about implementation of the Contraventions Act (C.A.), and more particularly about the language framework within which federal contraventions will be prosecuted in their provinces.
  • Prepare and distribute an information document regarding implementation of the C.A.


  • Inform the communities regarding the proposed agreement with their provinces.









  • Provide relevant information to the communities regarding the language clauses included in the agreements with their provinces and obtain their comments, where applicable.
  • An information document was prepared and distributed in the provinces where the Contraventions Act is operational.



  • In light of the Federal Court decision rendered on March 23, 2001, in the case of Commissioner of Official Languages v. Her Majesty the Queen (as represented by the Department of Justice of Canada), in 2002-03 and 2003-04 the Department will undertake a second round of consultation with the official language minority communities in each of the provinces and territories.
    • The communities will also be informed of the approach we will take to recognize the language rights of an accused.
