FEDERAL COURT OF CANADA JUDICIAL APPOINTMENT ANNOUNCED
OTTAWA
, August 7, 1996 -- The Minister of Justice and Attorney General of Canada, Allan Rock, today announced the following appointment:
Allan Lutfy, Q.C., of Ottawa is appointed a judge of the Federal Court of Canada (Trial Division) in Ottawa. He replaces Mr. Justice P. Rouleau, who has chosen to become a supernumerary judge.
Mr. Justice Lutfy graduated in law from McGill University in 1967. He was called to the Bar of Quebec in 1968 and the Bar of Ontario in 1985. From 1968 to 1973, he practised mainly insurance law with the firm of Lavery, de Billy, in Montreal.
Mr. Justice Lutfy was Special Advisor to the Minister of Industry from 1973 to 1975 and to the Minister of Justice from 1975 to 1977. He was Private Secretary to the Prime Minister from 1978 to 1979. He then returned to practising law, mainly
administrative and insurance law, with the firm Lavery, de Billy, in Ottawa.
Mr. Justice Lutfy has been Counsel to the Security Intelligence Review Committee since 1985 and has also been Counsel to the Canadian Parliamentary Press Gallery since 1986. Mr. Justice Lutfy has acted as counsel for various inquiry commissions,
namely the Keable Commission concerning the Royal Canadian Mounted Police; the McDonald Commission concerning security services; the Restrictive Trade Practices Commission concerning competition in the Canadian Petroleum Industry and the Dubin
Commission concerning the Use of Drugs and Banned Practices Intended to Increase Athletic Performance.
This appointment is effective immediately.
