MEMBERS OF HUMAN RIGHTS TRIBUNAL PANEL APPOINTED

OTTAWA, July 27, 1995 -- The Minister of Justice and Attorney General of Canada, Mr. Allan Rock, today announced the following appointments to the Human Rights Tribunal Panel as part-time members:

Hendrika Adams of Halifax, Nova Scotia. Ms. Adams is Vice- Principal and grade 6 teacher at Harry Hamilton Elementary School in Halifax. Since 1969, Ms. Adams has taught at Elementary Schools in the United States, Newfoundland, Nova Scotia and Quebec. She received her Diploma in Education in 1969, her Bachelor of Education in 1986 and her Masters of Education in 1992 from Mount Saint Vincent University in Halifax, Nova Scotia. She has also served as President of the Parent- Teacher Association of the Unity Elementary School. Ms. Adams has published numerous articles on mediation and a book entitled Peace in the Classroom.

Barbara Berger of Montreal, Quebec. Ms. Berger is the Director of Intercultural Affairs for the City of Montreal. Ms. Berger holds a Masters in Law from the University of Warsaw Law School, and from 1965 until 1980, she served as a foreign corespondent for the Polish Press Agency. From 1989 until 1993, Ms. Berger worked at the Ministry of International Affairs, Immigration and Cultural Communities of the province of Quebec. From 1981 until 1989, she was the public relations officer of Jewish Community Services of Montreal. Ms. Berger is a regular contributor to the Canadian Jewish News, and she founded and is the editor of Attitudes, a magazine that explores issues related to aging.

Monique Bourgon of Hull, Quebec. Ms. Bourgon is a partner in the firm Beaudry Bertrand and a specialist in family and labour law. She graduated in civil law from the University of Sherbrooke Law School in 1973, and was called to the Quebec Bar in 1975. Ms. Bourgon has served on the executive of the Quebec Bar at Hull and on the Quebec Bar Association committee revising the Civil Code of Quebec. Ms. Bourgon has also been a guest lecturer at the University of Ottawa Law School, and is on the Board of Directors of the Outaouais Regional Hospital Foundation.

Carol Boxill of Fredericton, New Brunswick. Ms. Boxill is a sole practitioner and a specialist in criminal litigation and family law. She graduated in law from the University of New Brunswick Law School in 1979, and was called to the Bar of New Brunswick in 1980. Ms. Boxill has served as a legal counsel to the Department of Justice and to the Privy Council Office in Ottawa. Before attending law school, Ms. Boxill received her Diploma of Nursing and her Registered Nurse Diploma and Professional Licence from St. Mary's Hospital School of Nursing, Montreal, Quebec. From 1961 until 1972, Ms. Boxill worked as a licensed nurse in Barbados and in the provinces of Quebec and New Brunswick.

Louis Gagnon of Montreal, Quebec. Mr. Gagnon is a partner is the firm Langlois Roberts and a specialist in administrative and labour law. He graduated in civil law from the University of Montreal Law School in 1980, and received a Masters of Law from the University of London in 1982. Mr. Gagnon was called to the Quebec Bar in 1982. From 1991 until 1993, Mr. Gagnon worked as the legal officer for the United Nations Relief and Works Agency for Palestine Refugees in the Near East. Mr. Gagnon has been a sessional lecturer at the University of Montreal Law School, and he has served as a board member of the Quebec Cancer Foundation and of the Canadian Council of Chiropractic Education.

Oksana Kaluzny of Verdun, Quebec. Ms. Kaluzny is a member of the Youth Protection Board of the Province of Quebec. She graduated in common law from the University of Ottawa Law School in 1978, and was called to the Quebec Bar in 1980. From 1980 until 1988, Ms. Kaluzny served as Crown Counsel, Chief of Extradition and Rogatory Commissions Unit at the Department of Justice in Ottawa. While at the Department of Justice she published An Index to Extradition and the Charter of Rights and Freedoms.

Julia Pitzel of Christopher Lake, Saskatchewan. Ms. Pitzel works as an educator and counsellor. In 1985, she received her Bachelor of Education degree from the University of Saskatchewan. She has worked as a Family Counsellor at Family Services in Prince Albert, Saskatchewan, as a teacher for the Prince Albert School Board, and as Principal of Black Lake School. Ms. Pitzel is fluent in Cree and Dene. She is a board member of the Prince Albert Indian and Metis Friendship Centre and has served as President of the Native Women's Organization of Prince Albert. Ms. Pitzel is also a member of the Metis Society of Saskatchewan.

Mukhtyar Tomar of Dartmouth, Nova Scotia. Mr. Tomar is a retired school teacher. He received his Bachelor of Education and Master of Arts degrees from the University of Rajastan in

Jaipur, India. Mr. Tomar has served as President of the Indo-Canadian Association of Nova Scotia, the Multicultural Association of Nova Scotia and the United Nations Association of Canada, Halifax-Dartmouth Branch. He was a member of the Provincial Multicultural Advisory Committee and of the Dartmouth City Human Rights Committee.

Human Rights Tribunals are appointed from members of the Panel at the request of the Canadian Human Rights Commission. Tribunals hear complaints concerning discriminatory practices, and they have the authority to order the end to any practice deemed to be discriminatory and to direct compensation to victims.
