ONTARIO JUDICIAL APPOINTMENTS ANNOUNCED

OTTAWA, July 27, 1995 -- The Minister of Justice and Attorney General of Canada, Mr. Allan Rock, today announced the following appointments:

The Honourable Mr. Justice J. Douglas Bernstein, of Haileybury is appointed Regional Senior Judge for the Northeast Region of the Ontario Court (General Division) in Haileybury. He replaces Mr. Justice S.D. Loukidelis, who has chosen to become a supernumerary judge.

Mr. Justice Bernstein graduated in law from Queen's University Law School in 1963, and was called to the Ontario Bar in 1965. Before he was appointed District Court Judge for Temiskaming in 1977, Mr. Justice Bernstein practised civil and criminal litigation in Cochrane, Ontario, with the firm of Bernstein, Karam. In 1990, he was named a Justice of the Ontario Court of Justice, General Division.

Frank Robert Caputo, Q.C., of Sault Ste. Marie is appointed a judge of the Ontario Court (General Division) in Sudbury. He replaces Mr. Justice R.G. Trainor, who has chosen to become a supernumerary judge.

Mr. Justice Caputo graduated in law from Osgoode Hall in 1960, and was called to the Ontario Bar in 1962. He practised law with the firm of Stortini and Caputo from 1960 until 1969. He then started his own practise, which is known today as Caputo, Sarlo, O'Neill.

Mr. Justice Caputo has practised mainly in the areas of civil and criminal litigation as well as administrative law. He was certified by the Law Society of Upper Canada as a specialist in civil litigation in 1988. He has also been director of the Criminal Lawyers' Association of Ontario.

W.J. Lloyd Brennan, Q.C., of Ottawa is appointed a judge of the Ontario Court (General Division) in Toronto. He replaces Mr. Justice J.H. Potts, who has chosen to become a supernumerary judge.

Mr. Justice Brennan graduated in law from the University of Ottawa in 1964, and was called to the Ontario Bar in 1966. He first practised law with the firm of Thomson, Rogers in Toronto until 1967. He then joined the firm of Dunlap, Schreider & Brennan in Ottawa, where he practised mainly criminal and civil litigation. Since 1971, he has been practising law with the firm of Brennan, Tunney & Emond, in Ottawa.

Mr. Justice Brennan was certified by the Law Society of Upper Canada in 1988 as a specialist in civil litigation.

Alfred Joseph Stong, Q.C., of Richmond Hill is appointed a judge of the Ontario Court (General Division) in Toronto. He replaces Mr. Justice A. Mandel, who has chosen to become a supernumerary judge.

Mr. Justice Stong graduated in law from Osgoode Hall in 1965, and was called to the Ontario Bar in 1967. He then joined the law firm of Lawlor, Leclaire, with whom he became a partner in 1972. He practised mainly criminal and family law. From 1972 until 1975, he taught law at York University.

Since 1975, he has been practising criminal law with the firm of Stong and Blackburn. Mr. Justice Stong was certified by the Law Society of Upper Canada as a specialist in criminal litigation in October 1988. He was founding director of the Criminal Lawyers' Association of Ontario. From 1975 until 1981, Mr. Justice Stong was also a member of the Ontario Legislature serving the constituency of York Centre.

This appointment is effective July 31, 1995.

John S. Poupore, of Sudbury is appointed a judge of the Ontario Court (General Division) in Sudbury. He replaces Mr. Justice C.T. Murphy, who has chosen to become a supernumerary judge.

Mr. Justice Poupore graduated in law from Osgoode Hall Law School in 1969, and was called to the Ontario Bar in 1971. He then joined the firm of Wilkins, Wilkins & Di Salle, with whom he was a partner from 1975 until 1987. He has since practised civil litigation in Sudbury as a sole practitioner.

These appointments are effective immediately, except for Mr. Justice Stong.
