QUEBEC JUDICIAL APPOINTMENTS ANNOUNCED



OTTAWA

, May 10, 1995 -- The Honourable Allan Rock, Minister of Justice and Attorney General of Canada, today announced the following appointments:

  • Joseph R. Nuss, Q.C., of Westmount is appointed a judge of the Court of Appeal of Quebec in Montreal. He replaces Mr. Justice H. Steinberg, who passed away.

    Mr. Justice Nuss graduated in law from McGill University in 1958, and was called to the Quebec Bar in 1959. He obtained a Certificat d'études supérieures européennes from the Institut Universitaire d'Études Européennes of Turin, Italy, in 1960. He then joined the firm of Hyde and Ahern (today known as Ahern, Lalonde, Nuss, Drymer), with whom he has been a partner. Mr. Justice Nuss has practised mainly civil and commercial litigation and administrative and constitutional law. He is a member of the American College of Trial Lawyers.

  • The Honourable J. Michel Robert, Q.C., of Montreal is appointed a judge of the Court of Appeal of Quebec in Montreal. He replaces Mr. Justice M.L. Rothman, who has chosen to become a supernumerary judge.

    Mr. Justice Robert graduated in law from the Université de Montréal in 1961, and was called to the Quebec Bar in 1962. He first practised civil litigation with the firm of Tellier & Robert. In 1965, he joined the firm of Cutler, Lamer, Bellemare Burns & Robert, with whom he practised civil litigation, criminal and labour law until 1968. From 1968 to 1990, he was a senior partner with the firm of Robert, Dansereau, Barré, Marchessault & Lauzon. Since 1990, he has practised mainly public law and commercial litigation with the firm of Langlois, Robert.

    Between 1971 and 1980, Mr. Justice Robert was a lecturer at the Université de Montréal Law School, where he taught civil liability and civil procedure. He also lectured in administrative law and labour law at the bar admission course sponsored by the Quebec Bar from 1975 to 1980. He has co-authored several books and articles. Between 1982 and 1985, Mr. Justice Robert was a commissioner with the Royal Commission on the Economic Union and Development of Prospects for Canada (the Macdonald Commission).

    Mr. Justice Robert has been president of the Quebec Bar. He is a fellow of the American College of Trial Lawyers. Since 1991, he has been a member of the Privy Council and a member of the Security Intelligence Review Committee. He was also president of the Liberal Party of Canada from 1986 to 1990.

  • Pierrette Rayle of Westmount is appointed a judge of the Quebec Superior Court for the District of Montreal. She replaces the Honourable Lyse Lemieux, who was appointed Associate Chief Justice of the Court.

    Madam Justice Rayle graduated in law, with distinction, from the Université de Montréal in 1969, and was called to the Quebec Bar in 1970. She then joined the firm of Martineau, Walker in Montreal, with whom she has been a partner since 1978, practising mainly in the area of family law. Madam Justice Rayle has been President of the Montreal Bar. Since 1993, she has also been teaching matrimonial regimes at the Université de Montréal.

  • Pierre Journet of Laval-sur-le-Lac is appointed a judge of the Quebec Superior Court for the District of Montreal. He replaces Mr. Justice J. Blanchet, who has chosen to become a supernumerary judge.

    Mr. Justice Journet graduated in law from the Université de Montréal in 1968, and was called to the Quebec Bar in 1971. He first joined the firm of Létourneau Quinlan, where he practised mainly insurance law from 1971 to 1974. He then joined Trudeau, Leduc and Associates, where he practised civil litigation and municipal law. From 1978 to 1984, he practised law with Pépin, Létourneau and Associates, with whom he was a partner. Since 1984, Mr. Justice Journet had been practising mainly municipal and real estate law with Bélanger Sauvé, with whom he has been a partner. In 1985, he chaired the Comité sur la refonte de la fiscalité municipale for the Ministère des Affaires Municipales. He is the author of many articles on municipal law.

  • Jean-Claude Beaulieu of Chicoutimi is appointed a judge of the Quebec Superior Court for the District of Quebec. He replaces Mr. Justice Y. Gagnon, who resigned.

    Mr. Justice Beaulieu graduated in law from Laval University in 1978, and was called to the Quebec Bar in 1979. He joined the Department of Justice's Criminal Affairs Branch and served as counsel for the Commission of Inquiry on Organized Crime in Quebec until 1984. He then worked as a Crown prosecutor in Chicoutimi and had regional responsibility for economic crime. Since 1987, Mr. Justice Beaulieu has practised mainly in the area of criminal law with the Chicoutimi firm of Girard, Allard, Beaulieu, Boudreault.

    Before practising law, Mr. Justice Beaulieu worked for the police department of the city of Lachute from 1964 to 1973 as constable, detective sergeant, and finally detective lieutenant and head of the criminal investigation section. He then served as an investigator and adviser on police matters for the Quebec Police Commission. From 1976 to 1979, he served as an investigator and adviser on economic crime for the Department of Justice's Criminal Affairs Branch.

  • Pierre Jacques Dalphond of Outremont is appointed a judge of the Quebec Superior Court for the district of Montreal. He replaces Mr. Justice C. Guérin, who has chosen to become a supernumerary judge.

    Mr. Justice Dalphond graduated in law from the University of Montreal in 1978 and received a Certificate in Common Law from Dalhousie University. He was called to the Quebec Bar in 1979. He also obtained a Masters in Philosophy, Law and Politics from Oxford University in England in 1982. In 1979 and 1980, Mr. Justice Dalphond was a law clerk for the late Honourable Mr. Justice Julien Chouinard of the Supreme Court of Canada. From 1982 to 1984, he was the senior legislative adviser of the Honourable Yvon Pinard, President of the Privy Council and Government House Leader. Since 1984, he has practised mainly in the area of corporate law with the firm of McCarthy Tétrault, with whom he has been a partner since 1990.

    These appointments are effective immediately.
