APPOINTMENTS TO THE FEDERAL COURT OF CANADA ANNOUNCED

OTTAWA, November 29, 1995 -- The Minister of Justice and Attorney General of Canada, Mr. Allan Rock, today announced the following appointments:
The Honourable Judge Douglas Campbell of Vancouver is appointed a judge of the Federal Court of Canada (Trial Division) in Ottawa. He replaces Mr. Justice B. Strayer, who was appointed to the Appeal Division.
Mr. Justice Campbell received a law degree from the University of Alberta in 1970, and was called to the bar of British Columbia in 1971. From 1970 to 1974, he practised law in Vancouver. He was then appointed to the Provincial Court of British
Columbia, Family Court, in Victoria. In 1978, he was reassigned to the Vancouver Family Court as Administrative Judge. Until 1988, he was Administrative Judge of the Lower Mainland Family Court District. From 1988 to 1994, he served as Director of
the Western Judicial Education Centre. Since 1994, he has been a sitting Provincial Court judge, Criminal Court, in Vancouver. Justice Campbell has also been teaching at Simon Fraser University, in the Department of Criminology, as adjunct
professor, since 1991.
This appointment is effective December 8, 1995.
Richard Morneau of Hull, Quebec, is appointed a Prothonotary of the Federal Court of Canada to work from the Montreal Local Office.
Mr. Morneau was admitted to the Quebec Bar in November 1983 after articling with the Tax Litigation Section of the Department of Justice Canada and the Revenue Canada Legal Services Unit. A specialist in administrative and civil law, Mr. Morneau is
currently with the Department of Justice Canada, Civil Litigation and Real Property Law (Quebec) Section, working in Ottawa.
Mr. Morneau's appointment is effective immediately.
