Department of Justice HEARING OFFICER APPOINTED FOR HEARINGS ON PROPOSED EXPROPRIATION OF NANOOSE BAY AREA FOR CANADIAN FORCES MARITIME EXPERIMENTAL AND TEST RANGESOTTAWA, July 5, 1999 – The Honourable Anne McLellan, Minister of Justice and Attorney General of Canada, announced the appointment today of D. Michael M. Goldie, former Justice of the British Columbia Court of Appeal, as public hearing officer for the proposed expropriation of the seabed at Canadian Forces Maritime Experimental and Test Ranges in the Nanoose Bay area of Nanaimo, British Columbia. The appointment responds to a request from the Honourable Alfonso Gagliano, Minister of Public Works and Government Services, that Minister McLellan, as Attorney General of Canada, appoint a hearing officer, as required under the Expropriation Act. Mr. Goldie’s mandate under the Act is to hear objections and to submit to the Minister of Public Works and Government Services a report on the nature of the objections and their grounds. Mr. Goldie’s report will be considered by the Minister of Public Works and Government Services in carrying out his obligations under the Expropriation Act. A copy of Mr. Goldie’s biography is attached. The public hearings have been scheduled by Mr. Goldie to begin on July 19th at the Four Points Sheraton Hotel in Nanaimo and to continue in Vancouver at the B.C. Gas Building on August 3rd . The Government of Canada announced its intention to expropriate the seabed at Canadian Forces Maritime Experimental and Test Ranges May 14th, 1999, after negotiations with the government of British Columbia over a long-term lease broke down.
