ONTARIO JUDICIAL APPOINTMENTS ANNOUNCED

OTTAWA, May 6, 2005 – Irwin Cotler, Minister of Justice and Attorney General of Canada, today announced the following appointments:

E. Eva Frank of Toronto is appointed a judge of the Superior Court of Justice. She will be assigned to Toronto by the Chief Justice.

Madam Justice Frank received a Bachelor of Laws from Osgoode Hall Law School in 1974, and was admitted to the Ontario Bar in 1976.

Prior to her appointment, she was a partner with the firm Genest Murray where she practised primarily in civil litigation. In the past, she has acted as President of the Toronto Lawyers Association and Director and Secretary of the Advocates Society. She is a past member of the Court of Appeal Bench and Bar Council, the Civil Bench and Bar Committee and the Case Management Advisory and Case Management Expansion Committees. She is a frequent lecturer and the author of several legal publications.

Paul M. Perell of Toronto is appointed a judge of the Superior Court of Justice. He will be assigned to Toronto by the Chief Justice.

Mr. Justice Perell received a Bachelor of Laws in 1974, a Masters in Law in 1989 and a PhD (Law) in 1999, all from Osgoode Hall Law School. He was admitted to the Ontario Bar in 1976.

At the time of his appointment, he was a partner with the firm Weir Foulds LLP where he practised in the areas of civil litigation and legal research and writing. Mr. Justice Perell has acted as a member of the Rules Secretariat for the Rules Committee of the Ontario Superior Court and as Chair of the 1995 Law Society of Upper Canada Special Lectures. He is an adjunct professor at Osgoode Hall Law School and the author of several legal publications.

Edward P. Belobaba of Toronto is appointed a judge of the Superior Court of Justice of Ontario. He will be assigned to Toronto by the Chief Justice.

Mr. Justice Belobaba received a Bachelor of Laws in 1973 from Osgoode Hall Law School where he was awarded the gold medal. Following a clerkship with the Chief Justice of Canada he obtained a BCL from Oxford University in 1975. He was admitted to the Ontario Bar in 1977.

Prior to his appointment, Mr. Justice Belobaba was in private practice. His primary areas of practice included international trade, competition law and commercial litigation. He is a former law professor and associate dean at Osgoode Hall Law School and has acted as special counsel to the Canadian Civil Liberties Association. He is a founding editor of the Chief of the Supreme Court Law Review, a frequent lecturer and the author of several legal publications.

Geoffrey B. Morawetz of Toronto is appointed a judge of the Superior Court of Justice of Ontario. He will be assigned to Toronto by the Chief Justice.

Mr. Justice Morawetz received a Bachelor of Arts from the University Toronto in 1979 and a Bachelor of Laws from the University of Western Ontario in 1978. He was admitted to the Ontario Bar in 1980.

At the time of his appointment, Mr. Justice Morawetz was a partner with the firm Goodmans LLP practising primarily in the areas of corporate restructuring, insolvency litigation and secured transactions. He is co-author and editor of Bankruptcy and Insolvency Law in Canada (1996-2003). He is also the principal editor of the Canadian Bankruptcy Report. He is a frequent lecturer and the author of several legal publications.

Deena F. Baltman, of Toronto, is appointed a judge of the Superior Court of Justice of Ontario. She will be assigned to Milton by the Chief Justice.

Madam Justice Baltman received a Bachelor of Laws from the University of Western Ontario in 1982, and was admitted to the Ontario Bar in 1984.

Prior to her appointment, she was Manager of the Complaints Resolution Department at the Law Society of Upper Canada. Previously, she acted as Arbitrator for the Financial Services Commission of Ontario and Vice Chair of the Workplace Safety and Insurance Appeals Tribunal. In the past, she has been a member of the Board of Governors of the Society of Ontario Adjudicators and Regulators. She has served as adjunct at the University of Toronto Law School and at Osgoode Hall Law School, is a frequent lecturer and the author of several legal publications.

These appointments are effective immediately.
