MR. JUSTICE LOUIS ROCHETTE APPOINTED
TO THE APPEAL COURT OF QUEBEC
OTTAWA, February 4, 2000 . The Honourable Anne McLellan, Minister of Justice and Attorney General of Canada, today announced the appointment of Mr. Justice Louis Rochette, a Superior Court Judge, to the Quebec Court of Appeal.
Louis Rochette was born in La Malbaie in the Charlevoix region. He studied at Laval University, where he obtained his law degree in 1972.
He was called to the Quebec Bar in 1974 and was appointed to the Quebec Superior Court on November 1, 1994. He currently co-ordinates the Civil and Commercial Mediation Referral Service for the Appeal Division of the Superior Court in Quebec City.
The Service has been a part of the Superior Court since November 1, 1999. He is also co-ordinating judge for the Beauce District, member of an ad hoc Prolonged-case Management Committee, and member of the Rules of Practice and Code of Civil
Procedure Committee. He is also chair of the Quebec Superior Court Judges' Conference.
Before being appointed to the bench, he was counsel with the legal branch of the Quebec Environment Department from 1975 to 1984, and with Contentieux-Québec (Litigation Office of the Quebec Justice Department) from 1984 to 1994. He headed
this office from 1989 to 1994.
In addition, he has served as president of the Quebec Union of Public Service Lawyers and Notaries (1987), and as president (1991-1993) and founding director of the Quebec Association of Public Service Legal Executives. He also chaired the Quebec
Bar Admission Course Committee (1992-1994) after teaching at the Bar Admission School from 1989 to 1992.
He has occasionally lectured on subjects such as administrative law, civil procedure and trial advocacy.
This appointment is effective immediately.
