BRITISH COLUMBIA JUDICIAL APPOINTMENTS ANNOUNCED

OTTAWA, July 24, 2003 --The Honourable Martin Cauchon, Minister of Justice and Attorney General of Canada, today announced the following appointments:

Eric Rice of Vancouver is appointed a judge of the British Columbia Supreme Court and will be assigned by the Chief Justice to Vancouver-New Westminster. He replaces Mr. Justice A.G. Henderson who resigned.

Mr. Justice Rice received a Bachelor of Laws from Dalhousie University Law School in 1971 and a Master of Laws from the London School of Economics in 1972. He was admitted to the Law Society of British Columbia in 1974 and appointed Queen's Counsel in 1992.

At the time of his appointment, he was a partner with the Richmond firm of Campbell Froh May & Rice where he practised in general commercial litigation. In the past, Mr. Justice Rice was National President of the Canadian Bar Association, as well as President of the British Columbia branch of the Canadian Bar Association. He was also Governor of the British Columbia Law Foundation.

Stephen F. Kelleher of Vancouver is appointed a judge of the British Columbia Supreme Court and will be assigned by the Chief Justice to Vancouver-New Westminster. He replaces Mr. Justice W.T. Oppal who was appointed to the Court of Appeal.

Mr. Justice Kelleher received a Bachelor of Laws from the University of British Columbia in 1973 and was admitted to the Law Society of British Columbia in 1974. He was appointed Queen's Counsel in 1994.

Prior to his appointment, Mr. Justice Kelleher was a self-employed Arbitrator and Mediator in labour relations and other matters. He was also a part-time member of the Public Service Staff Relations Board. In the past, he was also Chair of the Labour Relations Board of British Columbia. He has served as a Bencher of the Law Society of British Columbia and is the author of various publications dealing with labour law.

Lance W. Bernard of Vancouver is appointed a judge of the British Columbia Supreme Court and will be assigned by the Chief Justice to Vancouver-New Westminster. He replaces Mr. Justice R.B. Hunter who resigned.

Mr. Justice Bernard received a Bachelor of Laws from the University of British Columbia in 1980 and was admitted to the Law Society of British Columbia in 1981. Prior to his appointment, he practised law with the Crown Counsel Office where he has held such positions as Deputy Regional Crown Counsel and Senior Trial Counsel.

Mr. Justice Bernard has acted as Chair of the Advisory Committee to the Judicial Council for the Provincial Court of British Columbia, is a frequent Lecturer and Panelist and is also a member of the Canadian Bar Association

These appointments are effective immediately.
