NEWFOUNDLAND AND LABRADOR JUDICIAL APPOINTMENT ANNOUNCED

OTTAWA, July 24, 2003 --The Honourable Martin Cauchon, Minister of Justice and Attorney General of Canada, today announced the following appointment:

The Honourable Keith J. Mercer of St. John's is appointed a judge of the Court of Appeal of the Supreme Court of Newfoundland and Labrador. He replaces Mr. Justice W.W. Marshall who resigned.

Mr. Justice Mercer received a B.A. of Jurisprudence from Oxford University in 1969 and a B.C.L., also from Oxford University, in 1970. He was admitted to the Bar of Newfoundland and Labarador in 1971 and appointed a Queen's Counsel in 1984.

Mr. Justice Mercer was appointed a Judge of the Trial Division of the Supreme Court of Newfoundland and Labrador in 1992. Prior to becoming a judge, he was a partner with the St. John's firm of Stewart McKelvey Stirling Scales and an Associate Deputy Minister of Justice with the Government of Newfoundland and Labrador.

This appointment is effective immediately.
