FEDERAL COURT OF CANADA JUDICIAL APPOINTMENTS ANNOUNCED
OTTAWA, November 5, 2003 -- The Honourable Martin Cauchon, Minister
of Justice and Attorney General of Canada, today announced the following appointments:
Richard Mosley, Q.C., of Ottawa is appointed a judge of the Federal
Court of Canada. He fills a newly created position.
Mr. Justice Mosley received a Bachelor of Laws from the University of Ottawa
in 1974, and was admitted to the Law Society of Upper Canada in 1976. He was
appointed a Queen's Counsel in 1988.
At the time of his appointment, he was Assistant Deputy Minister at the Department
of Justice Canada, responsible for Criminal Law Policy and Community Justice.
He has held several positions at the department, including Chief Policy Counsel
and Senior General Counsel in the areas of criminal and family law. Prior to
his work at the Department of Justice Canada, he was an Assistant Crown Attorney
and a Lecturer at Carleton University.
Mr. Justice Mosley is past president of the Uniform Law Conference of Canada,
has chaired the Federal Provincial Territorial Coordinating Committee of Senior
Officials Responsible for Criminal Justice, and has been a director of the International
Society for the Reform of Criminal Law, the International Centre for Criminal
Law Reform and Criminal Justice Policy, the Nathanson Centre for the Study of
Organized Crime and Corruption, and the Canadian Centre for Intelligence and
Security Studies.
Michel M.J. Shore of Montreal is appointed a judge of the Federal Court
of Canada. He fills a newly created position.
Mr. Justice Shore received a Bachelor of Laws from l'Université de
Montréal and a Masters in Philosophy from McGill University, both in
1972. He was admitted to the Bar of Quebec in 1976.
Since 1988, he has been a member of the Immigration and Refugee Board. Prior
to that, he was Chief of Coordination and Evidence and Counsel in the Crimes
Against Humanity and War Crimes Section of the Department of Justice Canada.
He has also held several other positions within the department.
Mr. Justice Shore's areas of expertise are immigration law and international
law. He is an author and a frequent panellist.
These appointments are effective immediately.
