Jean-Guy Fleury

Immigration and Refugee Board of Canada
Jean-Guy Fleury was appointed Chairperson of the
Immigration and Refugee Board of Canada (IRB)
on November 29, 2002.
As Chief Executive Officer of Canada's largest administrative tribunal,
as well as its Chief Judicial Officer, he oversees the independence of
the IRB.
He has principal responsibility for providing broad direction, guidance
and leadership to ensure that the IRB's
processes and decisions are in accordance with the law and respectful
of the persons who appear before it.
Mr. Fleury has a long and accomplished career in the senior ranks of
the Canadian Public Service. He first joined the Public Service in 1965
through the Department of National Revenue (Customs and Excise). He has
held numerous positions of increasing responsibility throughout government,
including at the Public Service Commission, the House of Commons, the
Canadian Security Intelligence Service, and the Treasury Board Secretariat.
In 1995, Mr. Fleury was appointed Executive Director of the IRB.
After two years, Mr. Fleury was asked to return to the Public Service
Commission as Executive Director, Staffing and Recruitment Programs Branch.
In April 1999, he joined the Privy Council Office as Assistant Secretary
to the Cabinet (Management Priorities and Senior Personnel). In this position,
he provided strategic direction on Public Service management issues (including
the major human resources modernization initiative) and oversaw the appointment
of the federal government's senior personnel. Over the course of his public
service career, Mr. Fleury has represented the Canadian government on
a diverse range of issues at national and international fora.
To his capacity as Chairperson of the IRB,
Mr. Fleury brings a strong understanding of immigration and refugee matters
as well as a broad range of experience in human resources, executive management,
policy development, and parliamentary and government affairs.
Mr. Fleury holds a Bachelor of Commerce Degree from the University of
Ottawa. He has served on the Board of Directors for the Montfort Hospital
and has taught Industrial Relations on a part-time basis at the University
of Ottawa.
Mr. Fleury lives in Ottawa with his wife Suzanne and has two grown children,
Josée and Jean-François.
