Pierre J. Gosselin (Chairperson)

Mr. Gosselin was appointed Chairperson of the Canadian International Trade Tribunal in 1997 and re-appointed in December 2002.

His career has included a number of senior positions in the departments of Foreign Affairs and International Trade, Industry and Finance dealing with trade policy and trade relations.

Prior to the appointment to the Tribunal, he served as Minister and Alternate Permanent Representative to the Canadian Mission to the GATT/WTO in Geneva. While in Geneva, he was also a senior member of Canada's negotiating team for the Uruguay Round of Trade Negotiations and was Canada's negotiator for the Agreement on Textiles and Clothing.

Other assignments abroad have been to Canada's embassy in Washington, D.C., where Mr. Gosselin was responsible for trade policy and trade development, to Rome, where he was Canada's Permanent Representative to the Food and Agriculture Organisation of the United Nations, and to Canada's embassies in Algeria and Kenya and to the Canadian Consulate General in Philadelphia, Pa., where he was responsible for the promotion of Canada's exports.

Elaine Feldman (Vice-Chairperson)

Ms. Feldman was appointed Vice-Chairperson of the Canadian International Trade Tribunal in October 2005. Prior to her appointment, she served as Associate Assistant Deputy Minister, Trade Policy and Negotiations, with the federal Department of International Trade. During her time in this post, she served as chief negotiator for Canada for the establishment of the Free Trade Area of the Americas. She was also responsible for the management of the softwood lumber dispute with the United States. Prior to this, she held a number of senior positions in the Department of Foreign Affairs and International Trade, including Minister and Deputy Permanent Representative of Canada to the World Trade Organization (WTO) from 1995-2000 and Director General of the Export and Import Controls Bureau from 2001-2003.

Ms. Feldman is a member of the Law Society of Upper Canada. She received a B.A. degree from Bryn Mawr College as well as B.C.L. and LL.B. degrees from McGill University. She also attended the École Nationale d’Administration in Paris.

Serge Fréchette (Vice-Chairperson)

Mr. Fréchette was appointed Vice-Chairperson of the Canadian International Trade Tribunal in January 2006. He is a lawyer specializing in international trade and regulatory affairs. A former senior official with the departments of Justice and Foreign Affairs and International Trade, Mr. Fréchette was involved in negotiations of various international trade agreements, including the North American Free Trade Agreement and the Agreement Establishing the World Trade Organization. He represented Canada and other parties in several matters before the WTO. He has also served as an adjunct professor of law at the University of Ottawa and he operated his own law firm specializing in international trade matters prior to his appointment.

Zdenek Kvarda (Member)

Mr. Kvarda was appointed Member of the Canadian International Trade Tribunal in July 1999 and re-appointed in July 2002.

From Belleville, Ontario, he was President and Chief Executive Officer of Aluminum Star Products Limited. The company earned international recognition as one of the finest manufacturers of architectural signage. In 1991, the Ontario Chamber of Commerce presented him with the Award of Merit for Outstanding Business Achievement.

Mr. Kvarda held various positions with the Eastern Ontario Development Corporation, including the position of Chair. He also served as Director of the Ontario Development Corporation.

Mr. Kvarda was the founding President of the Belleville Junior Chamber of Commerce, a District President, President of the Ontario Junior Chamber of Commerce, as well as a director of the Canadian Junior Chamber of Commerce. Currently, he sits in the Senate of Junior Chamber International.

Mr. Kvarda attended the School of Architectural Technology at the Ryerson Institute of Technology.

James A. Ogilvy (Member)

Dr. Ogilvy was appointed Member of the Canadian International Trade Tribunal in November 1999. In addition to his normal activities as a Member, he is also active in the field of ethics as they apply to quasi-judicial and administrative tribunals.

From 1993 to 1999, Dr. Ogilvy served in the trade section of the Alberta Department of International and Intergovernmental Relations, where his work involved negotiation, dispute management and policy development. He was a member of the Alberta delegation negotiating the Agreement on Internal Trade and subsequently served as Alberta's Internal Trade Representative. He later led the Alberta team in the first dispute ever to go to a panel under the provisions of that agreement.

From 1986 to 1993, he served on the Alberta Liquor Control Board, where, as Director of Planning and Policy, he represented Alberta in GATT disputes involving wine, spirits and beer.

Dr. Ogilvy's prior work in the private sector includes the position of Senior Editor, Humanities, for the landmark original edition of The Canadian Encyclopedia. He has taught at Bishop's University and the University of Toronto. He has a B.A. from the University of Calgary and an M.A. and a Ph.D. from the University of Toronto.

Ellen Fry (Member)

Ms. Fry was appointed Member of the Canadian International Trade Tribunal in February 2001.

Ms. Fry's experience includes her appointment as Director of Legal Services at Industry Canada and Environment Canada. In these positions, she managed legal work on major issues involving commercial and trade law, industrial development, international agreements, legislation, litigation and government activity. Her experience has involved the full range of Canadian business activity, from small business to major Canadian corporations.

Ms. Fry also has experience in private law practice and as counsel to Transport Canada and Investment Canada. In addition, while pursuing her M.B.A. studies, she was responsible for national management projects at the Client Driven Services Secretariat of Justice Canada. Prior to her appointment to the Tribunal, Ms. Fry was a director of the CS CO-OP.

Ms. Fry has an Honours B.A. from Carleton University, an LL.B. from the University of Ottawa and an M.B.A. from Queen's University. Ms. Fry has been a member of the Ontario Bar since 1979.

Meriel V.M. Bradford (Member)

Ms. Bradford was appointed Member of the Canadian International Trade Tribunal in December 2002. She has occupied senior positions in government and the private sector, and served on boards of various not-for-profit organizations, in the areas of social policy, telecommunications and international affairs.

Prior to her appointment, Ms. Bradford was Vice-President of Canada Lands Company Limited, a federal commercial Crown corporation, and until 2000, had been Vice-President of Teleglobe Inc., a publicly traded international telecommunications carrier. In the 1980s, she spent two years on executive exchange to Alcan Aluminium Limited, where she was responsible for international trade matters and relations with the Government of Canada.

Within the federal public service, Ms. Bradford served as Assistant Secretary at the Federal-Provincial Relations Office of the Privy Council Office, as Assistant Chief Negotiator for NAFTA (services and immigration), and as Director General in the Latin America and Caribbean Branch of the Department of Foreign Affairs and International Trade, where she managed preparations for the Canada-Chile Free Trade Agreement. She served as Canada's first services negotiator for the WTO Uruguay Round and was responsible for the services negotiations for the Canada-United States Free Trade Agreement. Ms. Bradford also held senior positions in the Department of Industry, Treasury Board Secretariat, Ministry of State for Social Development, Ministry of State for Science and Technology, and Academic Affairs Division of the Canada Council for the Arts.

She is a graduate of McGill University, the University of Toronto, the Richard Ivey School of Business at the University of Western Ontario and Carleton University, where she recently obtained a graduate certificate in conflict resolution from the Department of Law.
