Non-PSTP Use of The Agreement

  • The CANUS Agreement can be used outside of PSTP if necessary. However, there are a number of requirements that must be met, as specified in the Agreement and by the Agreement Directors and Supervisors:
    • The Directors require an explanation of why the collaboration cannot be effectively carried out under PSTP,
    • The Directors require signed Project Summaries describing proposed Cooperative Activity in advance of any collaboration as specified in the Agreement,
    • The Supervisors require regular updates on all Cooperative Activity in order to monitor, evaluate, guide and direct activity as specified in the Agreement, and
    • The Directors must meet annually to review implementation of the Agreement both within and without PSTP as specified in the Agreement.

CANUS Agreement for Cooperation in S&T; for Critical Infrastructure Protection and Border Security: Philosophy

  • The scope of the Canadian and US Government interest in critical infrastructure protection and border security S&T; is broad and inclusive as reflected by existing cooperation and projects.
  • However, we have jointly recognized the need to develop a more strategic and integrated approach that
    • Demonstrates that our joint resources are applied to the most important problems
    • Facilitates proactive delivery of S&T; to users
    • Provides the flexibility to expand the scope of current collaborations
    • Increases security but also facilitates trade and commerce
    • Allows for alignment of security planning across the border

CANUS Agreement

  • This Agreement enables broad multi-agency bilateral cooperation in Science and Technology on Critical Infrastructure Protection and Border Security, and provides
    • An umbrella instrument to facilitate cooperation for S&T; elements of the Smart Border Accord and other collaborative activities
    • A legal basis (including sharing of classified information) for research, development, test, and evaluation activities
  • It defines "border security" broadly:
    "Assurance of the safe flow of goods and people between the United States and Canada and entering into the common air and sea perimeter of the two countries, including activities such as countermeasures ranging from prevention to mitigation and response."
  • The PSTP will be the primary user of this Agreement
    • Requires periodic review (annually) of Agreement effectiveness
    • Includes the appointment of Agreement Directors
      • For Canada: ADM(S&T;) DND (Dr. John Leggat)
        For US: Assist Sec S&T; DHS (Dr. Penrose Albright)
