Paul Edgar Philippe Martin, Jr. (Liberal Party of Canada) was the Prime Minister of Canada from December 12, 2003, until February 5, 2006, leading a minority government from the summer of 2004 to the end of his mandate. During his time as Canada’s Minister of Finance, from 1993 to 2003, he recorded five consecutive budget surpluses. He was also the inaugural chair of the Group of Twenty (G-20) from 1999 to 2001. Mr. Martin is a lawyer who has been a Member of Parliament since 1988. Paul Martin was born on August 28, 1938, in Windsor, Ontario.
