National Energy Board schedules a public hearing on an application by TransCanada PipeLines

CALGARY - The National Energy Board (NEB) has scheduled an oral public hearing on an application from TransCanada PipeLines Limited (TransCanada) and TransCanada Keystone Pipeline GP Ltd. (Keystone) to transfer certain pipeline facilities from TransCanada to Keystone.

As a part of the transfer application, TransCanada is also seeking approval to reduce the Canadian mainline base rate by the net book value (NBV) of the transferred facilities. Keystone is seeking approval to add the NBV of the facilities to the Keystone Oil Pipeline rate base.

The facilities consist of approximately 860 kilometres (530 miles) of 864 mm O.D. (34-inch) pipeline of Mainline natural gas transmission Line 100-1 between Burstall, Saskatchewan and Carman, Manitoba. It is proposed that the transferred facilities would be used for crude oil transmission, but this would be subject to an application by Keystone to operate the facilities in oil service and to construct connecting facilities.

The hearing is scheduled to start on Monday, October 23, 2006, at 9:00 a.m. local time at the NEB offices.

The public is invited to participate in this hearing in one of two ways:

i. by filing a letter of comment; or,
ii. by seeking intervener status.

The deadline for applications for intervener status is noon, Calgary time, on Tuesday, July 11, 2006. The deadline for letters of comment is noon, Calgary time, on Tuesday, September 5, 2006. The above documents must be filed with the NEB, and a copy sent to TransCanada and its legal counsel.

The NEB is an independent federal agency that regulates several aspects of Canada's energy industry. Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
