Public Awareness & Damage Prevention

JEANNETTE BELLEROSE - Vice President, COMPAS

Landowner Survey Results

The National Energy Board (NEB) commissioned a study from Compas to ensure that Canadian landowners were consulted in accordance with the requirements of the Government of Canada Regulatory Policy (November 1999). A sample of 1,200 landowners were surveyed by telephone across Canada between January 17 and February 2, 2002. Among other things, they were asked their views about pipeline locating, approval processes, and safety issues. The results of this study, which will assist the development of the new regulations to be known as the Damage Prevention Regulations (DPR), will be presented.

JOHN HAYES - Enbridge Pipelines Inc.

Emergency response to third party damage

Awareness 2002 participants include a large number of third party contractors from the Maritimes. John Hayes' presentation will provide an overview of the damage that can be caused by unauthorized activity in the pipeline right of way and the scope of the remediation that follows an incident caused by such excavation.

The Pipelines Take the Initiative!

For a number of years, there have been unsuccessful attempts to get a One Call System operational in the Province of Saskatchewan. This is the story of how the pipeline companies, along with SaskEnergy have taken the initiative and formed Saskatchewan First Call.

The presentation will be moderated by Scott Henley, General Manager of BC One Call, and he will be accompanied by Sean Quinton, Business Manager – Customer Service, with SaskEnergy and Richard Thiele, Area Foreman for Cochin Pipelines Ltd.

DARCY KUNDERT - TransCanada PipeLines Limited

Pipeline Locating - Training, competency and procedures

In October 1985, Line 100-1 of TransCanada's pipeline system was ruptured by the blade of a 30 tonne self-propelled drainage tile plow working on a farm north of the City of Oshawa. Since that time, a number of measures have been put in place to ensure that such a tragedy doesn't occur again.

TransCanada will present their latest initiative to ensure that its pipelines are accurately located by competent and trained personnel.

KARLA REESOR - National Energy Board

Appropriate Dispute Resolution at the NEB

Karla Reesor, the Board's ADR Coordinator, will provide an overview of the Board's initiative to develop new approaches for resolving disputes that come before the Board. The Board's objective is to add to earlier work done by the Board to design flexible approaches to prevent and manage disputes among parties. Karla will provide an update on the project and discuss how parties with interests that fall within the NEB's mandate may be able to take advantage of different ways of resolving issues.

ANDREW LANGILLE - Maritimes & Northeast Pipeline

From "Close Call" to Damage Prevention Committee

In the Fall of 2000, Maritimes & Northeast Pipeline experienced a close call over its pipeline system in the City of Saint John, New Brunswick. Following an investigation and recommendations by the NEB, and considerable work and effort from the City of Saint John and the local utility companies, the City now enjoys the benefits of a buried utilities damage prevention committee.

Canadian Legislation of One Call Systems

Damage Prevention to underground plant is key to the safe and reliable operations of natural gas utilities. The Canadian Gas Association (CGA) actively participates through its member companies, in a variety of initiatives that raise awareness of damage prevention issues. Whether it's participating in the North American wide Common Ground Alliance or implementing One-Call Locate Request programs in the various provincial jurisdictions across Canada, CGA members companies have a wealth of experience in promoting damage prevention. Learn from this experience as CGA member company personnel facilitate breakout sessions on topics such as, Land and Spatial Information Systems, Contract Locating and One-Call Systems.

RUSS BROWN - Bissett Consulting

Hazard Assessments – Foundation of an Emergency Preparedness Program - Liaison & Continuing Education

Mr. Brown will discuss the use of hazard assessments to determine the size of emergency planning zones. These assessments are the key to identifying the public and First Responders who should receive information on the presence of and the hazards associated with pipelines, as well as the procedures to be followed in the event of an emergency.

KEN COLOSIMO - National Energy Board

Expected Elements for Emergency Preparedness and Response - Liaison and Continuing Education Programs

The NEB has prepared a set of expected elements for Emergency Preparedness and Response (EPR) Programs that are used to audit the EPR programs of NEB- regulated companies. Mr. Colosimo will provide the background to the drafting of these expected elements and discuss how the elements are used to assess the appropriateness and effectiveness of EPR programs developed by pipelines companies, especially their liaison and continuing education components.

Receiving Emergency Response Information from Pipeline Companies' Liaison Programs

As a First Responder and recipient of information on multi-pipelines and procedures to be followed in the event of emergency related to the operation of these facilities, Mr. Craibbe will discuss the value and effectiveness of the information received from various companies by the Oakville Fire Department.

Continuing Education – How to Reach and Inform the Public

There are numerous methods by which pipeline companies deliver information to the public who reside within their emergency planning zones. Ms Fraser will discuss some of the most efficient methods for both delivering this information and measuring its value and effectiveness.

JOHN PERKINS - NS Emergency Measures Organizations

Role of EMOs in Emergency Preparedness and Response to Pipeline Incidents (How Much Information Do EMOs Need?)

The EMOs in Nova Scotia and New Brunswick will to be involved in the response to any significant incident related to the operation of the Maritimes & Northeast Pipeline. Mr. Perkins will discuss how much information his organization requires from the pipeline company to carry out effective response to an incident and how and with what frequency information on emergency procedures should be delivered.

Developing and Maintaining Liaison and Continuing Education Programs

As a new operator in the Maritimes, Maritimes & Northeast Pipeline had to develop both liaison and continuing education programs as part of their emergency preparedness and response program. Mr. Whalen will discuss the challenges of designing and implementing these programs from the ground up and how effective the programs have been to date.

Joint Programs  - Enbridge Pipelines Inc. and Trans-Northern Pipelines Inc.

In 1994, Enbridge and Trans-Northern combined their efforts, expertise and creativity to produce "Hit or Miss", one of the most well known pipeline damage prevention videos in North America. Now, they have used those same qualities in producing their latest video (no name for it yet) for Emergency Responders. Mr. Loper and Mr. Robinson will discuss the background and circumstances that led to the decision to create this video and then unveil it for the first time in Canada.
