HOW TO USE EMITS
The European Space Agency (ESA) offers, free of charge, a practical online service
called "Electronic Mail Invitation to Tender System" or EMITS. The present
document allows you to view the simple steps to follow to surf on the EMITS Web Site
prior to and after you have registered as an EMITS user.
HOW TO SUBSCRIBE TO EMITS
The Web Site address is:
http://edms.esa.int/emits/login
The registered user will type his or her username and password, but the newcomer can
register simply by sending an e-mail message to this address:
IDHelp@esrin.esa.it
Those interested in subscribing can also do so by telephone. Mr. Doblas is the person

An interesting feature of the site is that you can consult the "List of Current
ESA Tender Actions" without logging in, as an anonymous user.
Users can assess an online document "How to do Business with ESA" without
logging in. The document covers the following points: How to Participate in ESA
Procurements, The Procurement Process, How to Make Good Offers to ESA, Industrial
Policy/Geographical Distribution, Other Aspects and Related Questions, and a List of
Addresses. This document is essential reading to those who are not familiar with the
procurement process. The information provided is of considerable use to industry and
institutions working in the space sector, and also to Delegates to the various ESA
committees, ministries in the Member States, and others.

How to Receive New Tender Documents by E-mail
You can receive automatically new tender documents by defining your E-mail, Language
and Document preferences in the Preferences sub-menu from the EMITS Main Menu.

To do this, you simply have to check off "yes" under E-mail Distribution and
enter your e-mail address.
Under language and document preferences, you can choose either French or English, or
both. You can also choose which documents you want among the following: Summaries, Letters
of Invitation, Work Statements, Contract Conditions, Tender Conditions, Clarifications,
and News.
Canadian companies will only be alerted for ITTs in program areas in which Canada
participates
The EMITS Main Menu
The EMITS Main Menu contains: Current Open Tenders, Frame Agreements, Intended Invitations
to Tender, Reference Documents, and miscellaneous other topics.

List of Intended Invitations to Tender
The Intended Invitations to Tender section can be accessed from the top right box in
the EMITS main menu or from the heading bar on each page. Intended Invitations to Tender,
as their names indicate, are not yet opened to bidders. The List of Intended Invitations
to Tender is a useful tool for interested potential bidders as they can find out what
ESA’s procurement intentions are. Every potential supplier will receive a paper version
of this document twice a year and will be invited to notify the ESA Contracts Department of
the actions in which he is interested either directly via his or her keyboard or by completing
the appropriate reply form.
The online menu of Intended Invitations to Tender is categorized according to the
following: establishment, date/quarter, subject, country, status, revision number, and Global
List of Intended Invitations to Tender.

List of Current ESA Tender Actions
The List of Current ESA Tender Actions can be accessed from the link on the top left
box of the main menu or from the heading bar on each page. This list makes Potential bidders
aware of the contracts to which they may apply and when they may apply.

At the bottom of a Current Open Tender, users can consult the list of firms that previously
expressed interest in the ITT. The companies included in this list are the ones that did not
specify ESA alone visibility when expressing interest for the ITT. The list is divided
into two parts:

Companies having expressed interest on the intended procurement through the EMITS
IFF function.

Companies considered by ESA as being able to compete for all or part of the
intended procurement.
Query Forms
A Query form is available for both the List of Current ESA Tender Actions and the
List of Intended Invitations. To look for a document, users must enter the text they want to
search for, specify where they want to search, and then specify search conditions.
List of SMEs Working with ESA
The List of SMEs working with ESA, which can be accessed from the main menu, includes
two documents which users can view and save using Acrobat Reader. The first is the actual
List of ESA Potential Bidders and the other is the SME definition

Note that in some cases SMEs have special treatment in contract awards. Companies who
wish to be included on the list are invited to contact the SME Coordination Unit.
