Subject: Rates of Pay for certain employees excluded from collective bargaining

The Treasury Board has recently approved new rates of pay for several groups covered by collective bargaining.

The Secretary of the Treasury Board has approved similar salary range increases for those groups and levels for which excluded rates of pay exist. These are found as Annexes to this letter.

Public Works and Government Services Canada (PWGSC) has been advised to proceed with the implementation of the revised rates.

Those ranges which consist of fixed steps will be implemented automatically by PWGSC on the appropriate dates. For those levels where only a range minimum and maximum have been provided, it will be necessary to complete a pay action form for each employee paid within that range.

Effective may 1st 1999 prior to any other pay revision which occurs on that date, an employee shall be paid in the "X" line at the rate of pay which is immediately higher than the employee's rate of pay as of April 30, 1999.

Where an employee is performing acting duties on May 1st, 1999, and is paid acting pay, the employee's acting rate of pay will be adjusted effective May 1st, 1999 in accordance with Pay Note 1 A). Upon termination of the acting assignment, the employee's substantive rate of pay will then be adjusted in accordance with Pay Note 1 A).

Terminable Allowance

An allowance to be paid in accordance with the following grid:

The Terminable Allowance specified above does not form part of an employee's salary.

An employee shall be paid the Terminable Allowance for each calendar month for which the employee receives at least ten (10) days' pay.

Subject to D) below, the amount of Terminable Allowance payable is that amount specified above.

When an employee is required to perform the duties of a higher classification within the CS-Group, the Terminable Allowance payable shall be proportionate to the time at each level.

Part-time employees shall be entitled to the Allowance on a pro rata basis.

PAY NOTES

  1. All lawyers at the LA-DEV - LA-2B levels will receive an economic increase of 2% effective April 1st,, 1999.
  2. All lawyers paid in accordance with the Toronto Rates of pay at the LA-DEV - LA-01 levels will receive an economic increase of 2% effective April 1st,, 1999.
  3. All lawyers paid in accordance with the Toronto Rates of pay at the LA-2A, LA-2B level will receive an economic increase of 1% effective April 1st,, 1999.
  4. No lawyer will be paid below the minimum of his/her respective salary range. However, if a lawyer is assessed as 'unsatisfactory' he/she will remain at his/her current rate of pay which could be less than the minimum of his/her respective salary range.
  5. LA-3s lawyers will not be receiving an economic increase on April 1st, 1999.
