This Treasury Board Information Technology Standard (TBITS-21) supports the Treasury Board Management of Information Technology policy requirement that quality management practices including system controls which promote innovative and efficient acquisition, deployment and administration of information technology resources be adopted.
This standard is based on the ISO 9003 and is one in the series of three international standards ISO 9001, 9002, 9003 dealing with quality systems and can be used for external quality assurance purposes. The quality assurance models set out in the above three international standards, represent three distinct forms of "functional or organizational capability" suitable for two party contractual purposes.
The purpose of this standard is to provide for quality systems requirements for use when conformance to specified requirements is to be assured by the supplier solely at final inspection and test.
This standard supports the international standard ISO 9000 – Quality management and quality assurance standards – Guidelines for their selection and use.
It is applicable in contractual situations when the conformance of a product to specified requirements can be shown with adequate confidence by the supplier. The supplier's capabilities for inspection and test conducted on the product should be satisfactorily demonstrated on completion of the contract.
This standard is based on the international standard ISO 9003. No changes have been made to the international standard.
This standard provides guidelines for the selection and use of a series of pertinent quality assurance related standards.
The quality system requirements specified in this standard are complimentary (not alternative) to the technical (product/service) specified requirements.
In certain circumstances, departments and agencies may wish to make exceptions to the use of this standard. This may be done when it can be clearly demonstrated that there are appreciable performance or cost advantages to be gained, when the overall interests of the Government of Canada are best served, or when the department or agency is a party to an international treaty or obligation (e.g. NATO).
The effective date of this standard is December 1991.
