First established in 1999, the Office of Public Service Values and Ethics
(OPSVE) is a centre of expertise responsible for developing and promoting
policies and to ensure that the Public Service has the necessary management
infrastructure and practices in place, consistent with the Values and Ethics
Code for the Public Service, to support a strong culture of public service
values and ethics.
The OPSVE's mission is to
- Support Ministers by working with public servants, public service
organizations, and other stakeholders to enhance public trust in the
institution of the public service;
- Play a leadership role at home and abroad in the continued development of
a professional public service dedicated to the public interest, with a
strong culture of public service values and ethics.
In order to accomplish its mandate, the OPSVE is committed to being a
credible, responsive and authoritative source of counsel and a centre of
expertise on ethical conduct and on strengthening public service values in the
culture and practices of public service organizations.

A public service that earns and deserves the respect and trust of Ministers,
parliament and Canadians - as an important national institution in support of
democratic government - through its dedication to the public interest, and its
strong culture of democratic, professional, ethical and people values.
