The Consultant's Self-Registration Database

The Consultant Self-Registration Database allows individual consultants to register their professional experience with audits and studies, and other skills (e.g. project management, quantitative analysis, information technology, human resources management, etc.) as well as individual and corporate capability statements and brochures. This information will be placed on a supplier's source list to allow audit and administrative staff of the Office to search and establish lists of qualified candidates for evaluation and/or bid solicitation.

The source list is used in two ways:

  • First, the system will automatically and objectively match potential consultants who meet the experience and skills required for a particular assignment that will be defined in a written statement of work.
  • Second, staff may use a full-text index to search résumés and other relevant information to provide further clarification and elaboration on experience and skills of consultants. Consultants will then be contacted to determine availability and solicit bids, when appropriate and practical.

The information collected in this database is not disclosed to anyone except Office of the Auditor General of Canada personnel who respond to your request.

The Office’s Contracting Environment

The Office of the Auditor General of Canada conducts independent audits and examinations that provide objective information, advice and assurance to Parliament. We promote accountability and best practices in government operations.

The Office hires consultants to complement and assist staff in satisfying it's legislative audit mandate and to conduct various other assignments. It is Office policy when contracting for professional services to ensure transparency, openness of access and fairness of opportunity in ensuring competitive procurement, whenever practical and appropriate. The Office meets all applicable national and international treaty obligations, such as those under the Agreement of Internal Trade, the North American Free Trade Agreement (NAFTA), and the World Trade Organization.

In addition to using the Government Electronic Tendering Service, operated by MERX, the Office also maintains a traditional source list of consultants for procurements of up to a value of $89,000 -- the current threshold under NAFTA.

The Office awards about 500 professional service contracts annually. A small number of these contracts are valued in excess of $200,000. The majority of contracts, however, are valued at less than $25,000. Audit assignments generally require the services of a consultant for an average of 35-40 days over a period of 2-4 months, but there are exceptions.

Please note that you are responsible for updating your résumé on the Office's database at least every 24 months. The system automatically deletes your résumé after 24 months and you are no longer registered with the Office.

How do I complete the résumé submission form?

  • Access the Consultants' Self-Registration Résumé Input Form.
  • Have all résumé information ready prior to starting the submission process. The résumé submission form must be completed in one session as the document cannot be saved and retrieved for completion at a later date.
  • Answer as many questions as possible and be sure to answer all mandatory fields -- these are highlighted with an asterix (*). If a mandatory field is missing, you will receive an error message when you save the document indicating which field is missing. Some fields must be organized in a specific format (e.g. telephone and fax numbers.)
  • Review the submission document to ensure your have all the necessary information. For security reasons, once submitted, résumés are not available for viewing by anyone outside of the OAG.

How do I update my information?

You are free to resubmit your form as often as you would like. Changes cannot be made to a previously submitted résumé. In order for a change of information to be represented on your file, a new submission must be made. When submitting new information - Please select “Yes” to indicate that you have previously submitted a résumé. This will ensure that only your most recent submission is retained in the system.
