Submitting Audits and Evaluations to TBS

Re: Address for Sending Reports to TBS

The new policies on Internal Audit and Evaluation that came into effect on April 1, 2001 require departments to provide TBS with a copy of all completed internal audit and evaluation reports.

The purpose of this communication is to clarify administrative arrangements and to let you know what will be done with the reports once they are received.

1) Paper copies of completed reports in both official languages should be sent to:

2) Electronic copies in both official languages may be sent to:

If the entire document has been posted on a department's own Internet web-site, then it suffices to send the URL in an e-mail.

3) The reports will be kept in the TBS Records Section for the exclusive use of TBS staff with appropriate security clearances. All external requests for access or copies will be referred to the originating department. TBS has no way of knowing whether releasing the document would compromise security or privacy issues, so clearance must be done by the authors. The responsibility for making completed reports easily accessible to the public in a timely manner and in both official languages rests entirely with the department.

4) A record of the completed report will be entered in a database. Files are classified, as appropriate, by organization, date, type, key result commitment and/or policy area. The information in the database is available on the Internet at http://www.tbs-sct.gc.ca/rma/database/. This not only helps TBS with its active monitoring but it also assists departments in finding similar work in other organizations. It is also a part of accountability to Parliament and Canadians generally.

5) Many departments have found that the easiest way to comply with the policy provisions that completed reports be available to the public without formality is to post the reports or a suitable summary on the departmental web-sites. TBS encourages this practice. We will link our database listings to departmental web-sites if notified about the URL as in 2) above. Alternatively, we will post a highlight or summary on our site. Summaries (in both official languages) can be sent to the above addresses. If the department has no report posting on its own site, and does not wish TBS to post one, information will be required on whom to contact in the department.
