The Justice and Solicitor General Division
(JSGD) is responsible for reviewing and providing advice with respect to the management of the financial resources
of nineteen client departments and agencies within in the federal government spanning the
entire spectrum of the criminal justice system in Canada.
Advice to client departments and agencies and
to Treasury Board Ministers is aimed primarily at ensuring the effective use of resources, maximizing program
performance, and linking activities more broadly with government-wide priorities.Analysts in JSGD serve as the
"single window" for JSGD client departments and agencies into TBS.
Analysts are generalists rather than
specialists and frequently call upon other TBS colleagues with subject matter expertise in various fields (e.g. legal,
evaluation and performance management, project management, contracting, grants and contributions, costs recovery, etc.)
in developing advice and recommendations.
In performing their duties, analysts:

Challenge client departments and agencies
to ensure that public monies are spent effectively, efficiently and that expenditures match client departments' and
agencies' mandates, and are directed toward government priorities and programs.

Advocate on behalf of client departments
and agencies in dealing with the other central agencies (Department of Finance, the Privy Council Office) and other
government entities to articulate client needs and promote issue resolution.

Convey Treasury Board (TB) and Treasury
Board Secretariat (TBS) expectations to client departments and agencies.

Provide information and advice on the
relevant policies and initiatives affecting client operations.

Assist in the preparation and review of
client department and agency Main Estimates (Annual Reference Level Update) and Supplementary Estimates.

In addition, analysts make recommendations
and provide advice with respect to the development of TB submissions and Memoranda to Cabinet.
The Financial
Administration Act and various TBS policies relate to JSGD in its
dealing with individual departments and agencies.
