SUBJECT: Pay Administration Manual
The purpose of this notice is to provide
you with a status report regarding the Pay Administration Manual (PAM).
As you are aware the PAM has not been updated for some time. It
now requires updating and amending to reflect new policies and procedures as
well as reflecting changes to existing legislation and practices. Work has now
begun.
Hélène Desforges, formerly the Corporate Manager of
Compensation at Environment Canada and Reg Giekes, two of my pay administration
officers have been assigned the task of revising the Manual. To this end, in
November a presentation was made to the National Executive of the Association of
Compensation Managers. The purpose was to seek their support and assistance.
Following this appeal for backing a few individuals came forward
and offered to help. To date, some topics have already been identified for
review and the updating has begun. We recognizing that these individuals are
offering assistance in addition to the performance of their regular duties and
for that, we are very much appreciative.
Concurrent with the work of these individuals, amendments are
also being prepared by Hélène and Reg.
It is expected that early in the next fiscal year some
amendments will be ready for review by the community. At that time,
representatives of several departments will be assembled to provide their
comments on the material to determine if it meets their needs. Following this
process, the amendments will be published in the PAM.
Additional resources are most welcome. If you or members of your
organization want to participate in this project, contact either Reg or
Hélène. Likewise, if you have any written material that could be used, it can
be forwarded to them.
It should be remembered that this is not a short-term project
and that it is going to be an on-going effort. Therefore, users of the PAM
should not expect to see a completely rewritten Manual within the near future.
