A New Policy for Continuous Learning in the Public Service of Canada

OTTAWA – The Honourable Lucienne Robillard, President of the Treasury Board of Canada and Member of Parliament for Westmount – Ville-Marie, announced today that the Government of Canada has adopted a new Policy for Continuous Learning in the Public Service of Canada.

"Knowledge is the unifying thread for all innovations to services to Canadians," the Minister said. "Only by having employees who are highly knowledgeable can the federal government better deliver the high quality services that Canadians expect."

Stemming from the Government of Canada's commitment to advance the knowledge economy and modernize the federal public service, the policy will foster a culture of learning in departments and agencies. It addresses the importance of human development and personal learning in ensuring that public service managers and employees have the knowledge and creativity to fulfill their missions in the service of Canadians.

The new policy sets out a series of eight commitments from the employer, its organizations and its employees. As an initial step, the Public Service of Canada is committed to year-over-year increases in training and development as measured in time and money over the next three years. In addition, all permanent employees will have the opportunity to create a personal learning plan to improve and enhance their professional qualifications through formal education, subject to the mission and operational requirements of their organizations. The Treasury Board Secretariat will monitor the implementation of the policy, and the Public Service of Canada will report publicly every year on progress related to training, development and learning activities.
