Call Letter : Amending PAAs for the 2006-2007 Estimates cycle

To: All SFOs of departments, agencies and Crown corporations subject to the Management, Resources and Results Structure Policy.

SUBJECT: Update on the Management, Resources and Results Structure Policy and Changes to Program Activity Architectures for 2006-07

I would like to provide you with an overview on how TBS intends to proceed with implementation of the MRRS Policy and details on the process and timelines for making changes to your Program Activity Architecture (PAA) in order for these to be reflected in the 2006-07 Annual Reference Level Update (ARLU) and Estimates documents.

We recognize that full implementation of the MRRS Policy is linked to the development of the new Expenditure Management Information System (EMIS) and that full implementation of the Policy will take at least two years.   

As we move forward on implementation, we intend to adopt a phased-in approach that is consistent with the development of EMIS and departmental and TBS capacities.   As part of our approach we will be consulting with you to ensure that we can meet our objectives in a respectful and timely manner.  

As a first step, TBS is launching a process for amending PAAs to ensure that any necessary changes are approved and reflected in the 2006-07 ARLU/Estimates cycle.   For this year, because of time constraints and systems capacity, TBS will be taking a minimalist approach to changes to PAAs, including changes at the Strategic Outcome and Program Activity Levels, as these require Treasury Board approval.   TBS will be coordinating the necessary TB approvals on behalf of departments.   

If your department is planning on making amendments to its PAA, please inform your Program Sector Analyst no later than May 11 th , 2005.   Once informed, your Program Analyst will let you know the details on how to get your amendments reviewed and approved.   For this year, we are asking that Senior Financial Officers (SFO) sign-off on all amendments and submit them to their TBS Program Sector Assistant Secretary no later than June 17 th , 2005 .   The SFO sign-off will signal that the Deputy Minister has been informed and is in agreement with the proposed amendments.   Confirmation of approved PAAs will be provided to departments through the 2006-07 ARLU exercise .

With respect to completion of last year’s EMI collection template, you should be aware that the EMI Application has been closed temporarily to allow us to update the EMI database with the 2005-06 ARLU and Main Estimates information.   EMI coordinators will be informed in the near future when limited access to the EMI application will be available for read-only and report-printing activities .   We will shortly be consulting with the SFO community on our proposed approach to continuing data collection.

Critical Dates

May 11 th    All departments must inform TBS program sector analyst of intention to make changes to PAA and indicate type of changes.
May 11 to June 17 Review and approval of proposed amendments to PAAs by TBS.
June 17 th   All departments must submit to their TBS Program Sector Assistant Secretary the proposed amendments to their PAA (signed by SFO).
August TBS confirmation of approved PAA for the 2006-07 fiscal year through the ARLU exercise.
