Performance Pay and Graduation Awards

The following clarifies some salary administration issues relating to graduation awards and performance pay for employees of the CA Group.

Graduation Award

When CAP participants meet program requirements as outlined in Appendix A of the Career Assignment Program Policy, they should be moved out of the CA Group and provided with a graduation award. The value of the award is $3,200, and should only be provided at the time of an employee's departure from the Career Assignment Group.

Performance Pay

Performance awards are granted to employees whose performance has been assessed as at least "fully satisfactory". To be eligible for this award, employees must be on strength, i.e. in the CA Group, on April 1st and March 31st. As noted in the Salary Instructions, the funding of performance awards is the responsibility of the participant's home department.

An employee cannot receive both a CA performance award and a graduation award for the same fiscal year; for example:

  • A CA-02 completes the program and is appointed to EX-01 in October 2004. They should receive a graduation award upon departing from the program in October 2004, but not performance pay as a CA for fiscal year 2004 - 2005. (They are no longer on strength as a CA on March 31, 2005.)
  • A CA-02 completes the program and is deployed to ES-06 on April 20, 2005. They are eligible for performance pay for 2004-2005 because they were on strength as a CA on April 1st, 2004 and on March 31st, 2005. Upon leaving the program in late April 2005 they should receive a graduation award.

Please note that employees who have completed the program but have not been moved out of the CA Group are still eligible for a performance pay award.
