Rounding up of
vacation leave credits
The purpose of this bulletin is to advise Treasury
Board departments and organizations on the application of the rounding of the
balance of vacation leave credits at the end of the fiscal year for employees
working variable hours of work and for part-time employees.
The following four collective agreements provide for the rounding of the
balance of unused vacation leave credits at the end of the fiscal year:
- The Technical Services (TC)
collective agreement;
- The Operational Services (SV)
collective agreement;
- The Correctional Services (CX)
collective agreement; and
- The Education and Library
Science (EB) collective agreement.
On January 31, 1996 the Treasury Board Secretariat (TBS) advised
departments that the rounding up of the balance of vacation leave credits did
not apply to employees on variable hours of work or to part-time employees.
Our office has been asked to determine if the above direction continues to
apply to part-time and employees on variable hours of work.
After an exhaustive review of this matter, we hereby advise you that the
direction previously provided continues to apply.
Therefore, rounding of the balance of unused vacation leave credits at the
end of a fiscal year does not apply to employees on variable hours of
work or to part-time employees.
Departments affected by this decision are requested to ensure that their
departmental leave system is corrected for March 31, 2004.
Departmental compensation and staff relations managers should direct any
questions that they may have to their appropriate corporate officials who, if
need be, can contact the Pay Administration Section.
