Designations: PSAC Tables 1, 2 and 3 Bargaining Units
Section 52.1 of the Public Service Staff Relations Act
(PSSRA) requires the employer to continue to deduct union dues from the pay of
employees who occupy designated positions during a strike of their bargaining
unit. To enable dues deductions to continue, departments have to ensure that the
bargaining status indicator for incumbents of designated positions is accurate
in the pay system.
The Designation Notice process has now begun for the following
bargaining units:
- Public Service Alliance of Canada (PSAC) - Tables 2 and 3: Notices have
been sent to Departmental Staff Relations officials.
- Public Service Alliance of Canada (PSAC) - Table 1: Notices will be sent
out shortly.
To facilitate compliance with the PSSRA, the Treasury Board
Secretariat has notified Public Works and Government Services Canada (PWGSC) to
automatically convert all employee records of the above-noted bargaining units
bearing exclusion code 15 to exclusion code 10. This will ensure that only those
employees who are actually designated will be identified as such once the
designation process is completed.
- Once departments receive the Designation Notices (Form 13) for the
relevant bargaining unit and identify the employees occupying the designated
positions, pay transactions will be required to change the exclusion code
for these employees to 15 - designated. This includes positions that have
been designated as "alternate" or on a "conditional
basis". The deadline for issuing Designation Notices to employees is
August 9, 2004.
Note: Departments are responsible to individually change the
exclusion codes from 15 to 10 when an employee is no longer in a designated
position.
Compensation sections are responsible for the preparation and
submission of pay transactions. It is therefore important that your Staff
Relations section provide you with information on the incumbents of designated
positions in a timely manner to ensure compliance with the requirements of the
PSSRA (i.e., by the above-noted deadlines) and to allow enough
time to process the required pay transactions. Please seek further details on
the designated individuals from your Staff Relations officials.
