Compensation Improvement Instructions - Executive (EX) Group and certain other Excluded Groups and Levels, April 1, 2003

Detailed instructions for salary increases for the Executive (EX) Group, effective April 1, 2003 were approved. These salary increases are based on recommendations contained in the Sixth Report of the Advisory Committee on Senior Level Retention and Compensation (Stephenson Committee). The Treasury Board has approved salary range increases of 2.5% for members of the Executive (EX) and Deputy Minister (DM) Groups.

In addition, the salaries of employees classified in groups and levels which are benchmarked to the EX Group salary ranges or salary increases, i.e. Defence Scientists (DS) 7A, 7B and 8, Lawyers (LA) 3A, 3B, and 3C, Mediation Conciliation Officers in Sector 4, Senior Officers of the Royal Canadian Mounted Police (Chief Superintendent, Assistant Commissioner and Deputy Commissioner ranks), and Senior Officers of the Canadian Forces (Colonel, Brigadier-General, Major-General and Lieutenant-General ranks), should also be revised based on these increases.

Departments should also note that effective April 1, 2003 the EX Group and by extension, those groups and levels that follow the Terms and Conditions of Employment for Executives, have been granted one day of paid Personal Leave per fiscal year, to be taken at the discretion of the employee, subject to operational requirements.  This leave cannot be carried over from one fiscal year to the next. 

Since salary adjustments for these groups and levels are not automated, departments should apply the attached instructions as soon as possible, after the application of the Performance Management Programme for fiscal year 2002-2003.  Please note that the Salary Administration Policy for the Executive Group, which became effective September 1, 2002, includes as Appendix B the Instructions for the Administration of Performance Awards for PMP for the EX Group
