Pay Administration Guide

This is further to the information notice dated January 15, 2003, concerning the above noted subject and is intended to provide you with a status report.

The January notice detailed the Pay Administration Section's intention to revise the Pay Administration Guide. That same notice also requested departmental assistance with the project.

Four departments provided support by having one of their employees help with the review of new material as it was being written. A few other departments as well as one regional Association of Compensation Managers offered to assist with the preparation of write-ups. The write-ups received were of sufficient quality that we were able to incorporate them into the PAG. Unfortunately, the assistance offered by others never materialized and consequently, we had to assume the responsibility for doing the bulk of the write-ups ourselves.

We have been much more successful with the departmental officers who have been assisting with the vetting of the material. Bi-weekly meetings of the vetting committee started in July and since then have met on twelve different occasions. These representatives brought good knowledge and expertise to the discussions and were very forthright in identifying their needs and requirements for a revised Pay Administration Guide. We thank them for their participation.

To-date the former PAG Chapters 3 (Pay rate selection), 4 (Pay rate change), 9 (Termination of employment) and 10 (Pay administration general) have been completely rewritten. Chapters 9 and 10 have already been posted to the TBS Web site. Chapters 3 and 4 are presently being edited and translated and are expected to be posted sometime during January 2004.

The format of the Guide has also been revised from a chapter format to a subject format that should for the user, facilitate access and the finding of specific material as well as greatly improve our ability to keep the Guide updated with future amendments. Concurrent with the rewritten chapters the Glossary of terms and definitions has also undergone extensive amending to include words and phrases used in the rewritten chapters.

We have made great strides in bringing the PAG up-to-date. However, much remains to be done before the PAG will be completely revised. Recognizing the commitment of the departmental representatives and the increased workload in departments with both calendar and fiscal year end activities, we have decided to suspend the review committee for the months of January to March 2004 inclusive. During this time, amendments will still be written as well as an extensive review undertaken of the already rewritten chapters to ensure uniformity and consistency. Following the hiatus, the PAG vetting committee will reconvene in April 2004, under the direction of Reg Giekes from the Pay Administration Section.

Additional committee members are most welcome. If you or your organization would like to participate with the review of material when the vetting committee recommences, contact Reg Giekes. As with the present committee meetings will be limited to one-hour duration every second week. We are also soliciting your ideas and suggestions for the PAG whether on those sections of the PAG already rewritten, or on any of the outstanding chapters.
