Amendments to the Isolated Posts and Government Housing Directive - Appendices A, B, C, G, M - Information Notice


DATE:  July 21, 2005

Please distribute this notice and the amended appendices of the Isolated Posts and Government Housing Directive (IPGHD) as quickly as possible to persons at your headquarters and/or regional offices who are involved in the administration of the isolated post allowances.

The Treasury Board Secretariat has approved certain changes to the Isolated Posts and Government Housing Directive. These changes were arrived at following consultations within the National Joint Council and are in accordance with the approved methodologies. The IPGHD has been amended to reflect these changes.

  1. The Environment Allowance rates, Appendix B, have been increased, effective August 1, 2005.
  1. The Living Cost Differential rates, Appendix C, have been increased effective August 1, 2005.
  1. As a result of a survey conducted by Statistics Canada, the Living Cost Differential levels of a number of locations have been revised effective August 1, 2005.
  1. Certain Shelter Cost Differential rates, Appendix M, have been reduced, effective August 1, 2005. Also, employees in Government Housing in Yellowknife now qualify. Please note the addition in Appendix M - Government Housing.
  1. As a result of a survey conducted by Statistics Canada, the Fuel and Utilities Differential levels, Appendix A, of a number of locations have been revised effective October 1, 2004.

No pay action should be taken to implement the revisions to Appendices B and C, mentioned in paragraphs a) and b) above, until instructions are received from the applicable pay office of Public Works and Government Services Canada.

As per section 5.12 of the Directive, employees at locations where the allowances are being reduced must first be advised in writing.

Any retroactive payments resulting from the above changes are to be administered in the same manner as retroactive increases to employees' pay.

For purposes of retroactive payment, the "day approval is given" shall be the date of this amendment list.

Changes are identified in bold print.
