SUBJECT: Extension of Terminable Allowances
The purpose of this bulletin is to advise you that the Treasury Board and the Professional Institute of the Public
Service of Canada have reached agreements to extend the terminable allowances for certain groups.
The attached memorandum of understanding signed on February 19, 2001 extends the Terminable Allowance payments in
the Computer Systems Collective Agreement until June 30, 2001. The memorandum of understanding signed on March 9, 2001,
extends the Terminable Allowance payments in the Research collective agreement until June 30, 2001.
A tentative agreement was also reached to extend the Health and Services Group terminable allowances until
June 30, 2001. We will provide a copy of the memorandum once it is signed.

MEMORANDUM OF UNDERSTANDING
BETWEEN THE
TREASURY BOARD
(HEREINAFTER CALLED THE EMPLOYER)
AND
THE PROFESSIONAL INSTITUTE
OF THE PUBLIC SERVICE OF CANADA
(HEREINAFTER CALLED THE INSTITUTE)
IN RESPECT OF
THE COMPUTER SYSTEMS GROUP BARGAINING UNIT
Preamble
In an effort to resolve retention problems, the Employer will provide an Allowance to incumbents of positions at the
CS-1 through CS-5 levels for the performance of duties in the Computer Systems Group.
Application
1. The parties agree that incumbents of positions identified above shall be eligible to receive a "Terminable
Allowance" in the following amounts and subject to the following conditions:
(a) An Allowance to be paid in accordance with the following grid:

(b) The Terminable Allowance specified above does not form part of an employee's salary.
(c) An employee shall be paid the Terminable Allowance for each calendar month for which the employee receives at
least ten (10) days' pay.
(d) The Allowance shall not be paid to or in respect of a person who ceased to be a member of the bargaining unit
prior to the date of signing of this Agreement.
(e) Subject to (f) below, the amount of the Terminable Allowance payable is that amount specified in 1(a) for the
level prescribed in the certificate of appointment of the employee's substantive position.
(f) When an employee is required by the Employer to perform the duties of a higher classification level within the
CS bargaining unit in accordance with clause 47.05, the Terminable Allowance payable shall be proportionate to the time
at each level.
2. Part-time employees shall be entitled to the Allowance on a pro rata basis.
3. The parties agree that disputes arising from the application of this Memorandum of Understanding may be subject
to consultation.
4. This Memorandum of Understanding expires on June 30, 2001 or at such time as a renewal collective agreement for
the Computer Systems bargaining unit is signed, whichever comes first.

Preamble

specific positions for the performance of duties in the Research Group.
Eligibility
The following employees shall be entitled to a terminable allowance as shown in note 1:
- employees at Communications Research Centre Canada who are incumbents of positions classified at the SE-RES-1
through SE-RES-5, SE-REM-01, SE-REM-02 levels;
- employees who are incumbents of positions classified as DS.
Application
1. Commencing April 1, 2001 and ending June 30, 2001, incumbents of positions identified above shall be eligible to
receive a terminable allowance in the annualized amount of $7,000 to be paid biweekly, subject to the following
conditions:
(i) The terminable allowance specified above does not form part of an employee's salary.
(ii) The terminable allowance shall not be paid to or in respect of a person who ceased to be a member of the
bargaining unit prior to the date of signing of this Agreement.
(iii) Part-time employees shall be entitled to the Terminable Allowance prorated in accordance with their assigned
work week.
2. The parties agree that disputes arising from the application of this Memorandum of Understanding may be subject
to consultation.
3. This Memorandum of Understanding expires on June 30, 2001 or at such time as a renewal collective agreement for
the Research group bargaining unit is signed, whichever comes first.
