Performance Management Program for the Executive Group

SUBJECT: Performance Management Program for the Executive Group

I am writing to provide you with an update on the Performance Management Program (PMP) for the Executive Group and guidance for completing the 2000-2001 performance management cycle.

As you are aware, the Third Report of the Advisory Committee on Senior Level Retention and Compensation confirmed the PMP for the Executive Group as a key component of an effective Human Resources strategy for attraction, retention and compensation of senior managers in the federal public service. PMP is also a key tool in demonstrating Executive Group commitment to government's management agenda, Results for Canadians - A Management Framework for the Government of Canada through excellence in four critical areas: focusing on citizens, embracing a clear set of public service values, managing for results and ensuring responsible spending.

The 2000-2001 cycle was the first year of full implementation of the PMP. The Secretariat has assessed the progress of PMP to date, identified issues, confirmed priorities and developed a PMP Action Plan through consultations with the Deputy Minister and Executive Services and Human Resources communities. Findings indicate that the program has been widely adopted and accepted. Further advice is being provided by TBS in the form of guidance to Departments. Within the PMP framework, departments and agencies may adapt the program to meet their operational needs and culture. Deputy Heads retain discretion and flexibility to do this. The Secretariat and departments will continue working on refining the program where improvements are needed.

Immediate priorities are addressed in the attached document as guidance for completing the 2000-2001 performance management cycle. Other priorities, also noted in that document, will be dealt with in 2001-2002.

I remain committed to providing you with the support necessary over the short and long term to assist in the successful management of the PMP. I know I can rely on your usual support and co-operation as we continue our joint efforts to improve the effectiveness of the PMP for the federal Public Service. Detailed information concerning the administration of the performance related pay awards for 2000-2001 will be sent shortly under separate cover.
