LIQUEFIED NATURAL GAS

Liquefied natural gas (LNG) is expected to play an increasingly important role in the North American energy industry. While Canada does not yet import LNG, there are numerous proposals to construct LNG import facilities in Atlantic Canada, Quebec and British Columbia.

For Canada, LNG import facilities would require approximately CDN $500 million each in investment. These facilities would provide: an opportunity for Canadian pipelines to expand; direct economic benefits in the form of employment and taxes; and, a new source of natural gas supply for Canadian consumers.

The documents below are designed to provide an overview of LNG, details on proposed Canadian LNG import projects, information about the properties, history and reliability of LNG, as well as information on the regulatory requirements of the respective levels of government for siting an LNG import terminal in Canada.

This report is an update of Natural Resources Canada´s April 2005 report, Canadian Liquefied Natural Gas Import Projects.´

Liquefied Natural Gas Regulatory Requirements [PDF]

This document is intended to be a compendium of all the major regulatory approvals currently needed by the respective levels of government for the design, siting and construction of an LNG receiving terminal. It represents a current list of the approvals required or which may be sought by a proponent and is subject to change should any particular jurisdiction make changes to its respective requirements.

The document:

  1. is intended for use by proponents developing Canadian LNG import facility proposals; federal, provincial and municipal governments examining those proposals; as well as the general public in understanding the necessary regulatory approvals for such facilities
  2. is intended to address each component of an LNG facility
  3. addresses the type of assessment required, the regulatory instruments to be issued or which are sought by a proponent and the corresponding legislative requirement
  4. identifies the regulatory accountabilities, approvals and permits that are required or sought at different government levels for approval of an LNG project
  5. covers requirements of federal and provincial departments and agencies as well as municipal requirement
  6. covers the provinces of British Columbia, Quebec, New Brunswick and Nova Scotia, each of which have one or more proposed LNG projects.
