The projected sales of some pest control products in Canada may be so low that manufacturers conclude that they cannot justify the costs to support Canadian registrations. For commercial reasons, therefore, such products may not be available for use in this country; however, many of these "minor use" products are regarded as essential to cost-effective pest control and the competitiveness and sustainability of agriculture, forestry, aquaculture and other sectors.

To facilitate the registration of minor crops and uses, the PMRA developed the User Requested Minor Use Label Expansion (URMULE) program. The URMULE program defines a minor use and allows consideration of the expansion of a label for a new minor use of a pesticide for which the active ingredient and an end-use product are currently registered in Canada.

There are additional mechanisms through which these minor uses receive registration in Canada. Minor uses and crops may be included in a number of Category A submission types: regular registrant submission for a new active ingredient; new active ingredient through a NAFTA Joint Review; and User Requested Minor Use Registration (URMUR) submissions. A Category B submission allows for minor crops and uses to be added to registered products through regular registrant label amendments.
