The purpose of this memo is to provide an update on the implementation of e-PRS and an upcoming milestone.

There are 3 critical components in the design of e-PRS each of which must be operational and integrated to successfully implement on-line transaction functionality and all are based on XML technology.

1. The Access Management Module allows information providers to manage their on-line accounts, passwords, and the assignment of rights and privileges to others as necessary based on business needs.
   
   
2. The On-line Delivery Modules; Application for New or Amended Registration Module, Adverse Effects Reporting Module, and National Pest Sales Reporting Module are progressing through their individual development life cycles.
   
   
3. The XML e-Index Module supports the On-line Delivery Modules by assisting the user in creating an e-Index file, in XML format, that fully describes each document being submitted as part of an on-line transaction. This module was designed as a stand alone software application that may be downloaded from the PMRA website and installed on a user’s computer. It enables the user to create an XML e-Index outside of the e-PRS environment which then can easily be retrieved and incorporated into an e-PRS on-line transaction.

Development work has focused on the Access Management Module and the XML e-Index Module and both are now complete. Focus is currently on the On-line Delivery Modules.

The Agency is in the process of releasing the e-Index Builder, outside of the e-PRS environment, as part of an overall move in requirements from the current Proprietary Document Format (PDF) Index to an XML e-Index. The currently required PDF Index does not enable the PMRA to automate the loading of documents to the Agency’s electronic information management system. Efficiencies gained through electronic information management processes, using XML technology, are key to the Agency’s commitment to modernizing the registration system and in particular electronic delivery on the transparency requirements of the PCPA 2002. This release is on target for autumn 2005.

In addition, the timing of the e-Index Builder release will allow e-PRS users to familiarize themselves with the e-Index Builder in advance of the On-line Delivery Modules becoming available. This approach is beneficial to both Industry and the PMRA as it will allow training and support for the e-PRS components to be incremental.

Requests for enrolment in e-PRS are continuing to be accepted by the PMRA. The Agency is processing the enrolment requests however the return of an enrolment approval to the Information Provider is pending completion of one of the three On-line Delivery Modules.
