SELECT

SELECT is a new online procurement tool used to identify firms and individuals for low-dollar value construction, maintenance and real property consulting (architecture and engineering) services. (SELECT replaces PWGSC's previous Real Property contracting systems - SPEC and ACCORD).

SELECT is used by Public Works and Government Services Canada (PWGSC) to invite firms to bid on Real Property opportunities for Consulting up to $89 000 and Construction up to $100 000.

Eligibility Criteria

Firms providing construction, maintenance and real property consulting (architecture and engineering) services.

Construction & Maintenance Contract Registration

You will be required to provide:

  • general company information;
  • specific Trades for which your firm wishes to apply;
  • licence Data (if you are registering for a licensed trade);
  • reference Project Data.

Consulting Contract Registration

You will be required to provide:

  • general company information;
  • the provinces (corresponding to Disciplines) in which your firm is currently licensed or authorized to practice;
  • employee Qualification Information;
  • project Information and Employee Responsibility on each project.

Summary

SELECT contains lists of pre-qualified real property firms (such as architects, engineers and construction trade contractors) identified by their expertise and the services they provide. When there is a requirement for any of these services, SELECT matches the specifics of the requirement with firms having the required expertise that are within a geographic range and have the least points of opportunity. Depending on the requirement, one firm may be given the opportunity to accept or decline the work, or multiple firms may be given the opportunity to compete for the requirement.

Note: In order to register with SELECT, firms and individuals first require a Procurement Business Number (PBN) that can be obtained by registering in the Supplier Registration Information (SRI) service.

Construction Registration Business Rules

  • Firms are not permitted to register in a trade or specialty for which they sub-contract the work.

  • Performance of all firms is monitored for quality of workmanship, time, project management, contract management and health and safety. Unacceptable performance, or failure to respond to invitations to tender, will be considered just cause for removal of a contractor's name from the system.

  • Two or more firms, which are wholly or partially owned by the same person(s) or parent firm and located in the same general geographical area, may both apply and be included in the system under the same trade(s) or specialty(ies), provided that full disclosure of the interrelationship is made by each firm at the time of application and they have different business locations.

  • When filling out the application the contractor is to provide its business address, this is the place of business, location of the business telephone and where all courier deliveries (such as plans, specifications and addenda) are to be made. The mailing address is the location to which PWGSC will send all correspondence. It may be the same as the business address.

  • Firms must provide details of three contracts completed during the past three years for each trade they wish to be registered.

Business Rules for Consulting

  • Only firms authorized or otherwise permitted under provincial law to provide services to the public within claimed disciplines are eligible for registration in the system.

  • Firms must have one or more Qualifying Individuals, permanently located (i.e., Working at least 75% of normal daytime working hours) at the office submitting the application.

  • Qualifying Individuals must be:

  • Duly authorized or otherwise permitted, under provincial law, to engage in professional practice in the claimed discipline(s) in one or more provinces or territories in Canada, and
  • The owner of the firm, employees of the firm, partners in the firm, or employees of partners in the firm.

  • At least one Qualifying Individual needs to have a minimum of five years experience in the claimed discipline(s) following receipt of a license, certificate or other required authorization to practice.

  • An additional Qualifying Individual may be registered to broaden the firm's experience base if the firm has more than one Qualifying Individual than necessary to meet the requirements.

  • Supplementary Qualifying Individuals with a minimum of three years post-licensing experience in the claimed discipline(s) may register project experience in ANY discipline.

 

  • Individuals with less than three years of such experience may register only in discipline(s) claimed by another Qualifying Individual in the firm who has a minimum of three years experience.
