Presentation of Reports from Standing or Special Committees

The Honourable Senator Milne, Deputy Chair of the Standing Senate Committee on Legal and Constitutional Affairs, presented its second report (Bill C-4, An Act to amend An Act to amend the Canada Elections Act and the Income Tax Act, without amendment).

The Honourable Senator Di Nino moved, seconded by the Honourable Senator Segal, that the bill be placed on the Orders of the Day for a third reading at the next sitting.

The question being put on the motion, it was adopted.

Introduction and First Reading of Government Bills

A message was brought from the House of Commons with a Bill C-8, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2007, to which it desires the concurrence of the Senate.

The bill was read the first time.

The Honourable Senator Comeau moved, seconded by the Honourable Senator Forrestall, that the bill be placed on the Orders of the Day for a second reading two days hence.

The question being put on the motion, it was adopted.

Resuming debate on the motion of the Honourable Senator Cochrane, seconded by the Honourable Senator Keon, for the second reading of Bill S-2, An Act to amend the Hazardous Materials Information Review Act.

Resuming debate on the motion of the Honourable Senator Champagne, P.C., seconded by the Honourable Senator Segal:

That the following Address be presented to Her Excellency the Governor General of Canada:

To Her Excellency the Right Honourable Michaëlle Jean, Chancellor and Principal Companion of the Order of Canada, Chancellor and Commander of the Order of Military Merit, Chancellor and Commander of the Order of Merit of the Police Forces, Governor General and Commander-in-Chief of Canada.

MAY IT PLEASE YOUR EXCELLENCY:

We, Her Majesty's most loyal and dutiful subjects, the Senate of Canada in Parliament assembled, beg leave to offer our humble thanks to Your Excellency for the gracious Speech which Your Excellency has addressed to both Houses of Parliament.

The Honourable Senator Dallaire called the attention of the Senate to the situation in the Darfur region of Sudan and the importance of Canada's commitment to the people of this war-torn country.

The Honourable Senator Nancy Ruth moved, seconded by the Honourable Senator Tkachuk, that further debate on the inquiry be adjourned until the next sitting.

MOTIONS

The Honourable Senator Dallaire moved, seconded by the Honourable Senator Day:

That the Senate expresses its support of Canada's diplomatic, defence and development contributions for the stabilization and reconstruction of Afghanistan; and

That the Senate commends Canadian Forces personnel, diplomats and humanitarian assistance officials for their contribution in re-building a stable and prosperous Afghanistan.

The Honourable Senator Di Nino moved, seconded by the Honourable Senator Segal, that further debate on the motion be adjourned until the next sitting.

The Honourable Senator Segal moved, seconded by the Honourable Senator Di Nino:

That the Standing Senate Committee on Foreign Affairs have power to engage the services of such counsel and technical, clerical, and other personnel as may be necessary for the purpose of its examination and consideration of such bills, subject-matters of bills and estimates as are referred to it.

The Honourable Senator Segal moved, seconded by the Honourable Senator Di Nino:

That the Standing Senate Committee on Foreign Affairs be authorized to permit coverage by electronic media of its public proceedings with the least possible disruption of its hearings.

Standing Senate Committee on Legal and Constitutional Affairs

The name of the Honourable Senator Cochrane substituted for that of the Honourable Senator Nolin (May 3).

The names of the Honourable Senators Nolin, Di Nino, Cochrane, Di Nino and Angus substituted for those of the Honourable Senators Cochrane, Nolin, Di Nino, Andreychuk and Oliver (May 4).
