Preamble
|
Whereas Samuel de Champlain established the first French
settlement on St. Croix Island in Acadia on the twenty-sixth day of June in
the year 1604;
Whereas, at that time, Acadia was all
that was known of Canada;
Whereas the twenty-sixth day of June
in the year 2004 is the 400th anniversary of that event;
Whereas Samuel de Champlain
recognized the importance of this country Canada and was influential in the
development of two further settlements –– one at Port Royal on the
Bay of Fundy and one at Quebec –– which earned him the title of
“father of New France”;
Whereas Samuel de Champlain was an
expert geographer and cartographer who, through his exploration and mapping
of the East Coast of Canada, the St. Lawrence River and the interior of
Quebec and Ontario, paved the way for the European settlement of Canada;
Whereas Samuel de Champlain possessed
a unique understanding of the various native peoples that allowed him to
establish, in alliance with the native peoples, a fur-trading network
throughout Quebec and Ontario;
Whereas Samuel de Champlain, through
extraordinary determination in the face of great hardship, was instrumental
in the founding of Canada;
And Whereas
the people of Canada wish to honour and recognize the valuable contribution
of Samuel de Champlain to Canada and its citizens;

Attendu :
que Samuel de Champlain a fondé la première
colonie française sur l’île Sainte-Croix, en Acadie, le 26 juin 1604;
que l’Acadie était à l’époque la seule partie
connue du Canada;
que le 26 juin 2004 marque le quatre centième
anniversaire de cet événement;
que Samuel de Champlain, pour avoir reconnu
l’importance du Canada et contribué à l’établissement de deux autres
colonies, l’une à Port-Royal sur la rive de la baie de Fundy et l’autre à
Québec, a acquis le titre de « père de la Nouvelle-France »;
qu’en tant que géographe et cartographe
émérite, il a poursuivi ses activités d’exploration et de cartographie de la
côte est du Canada, du fleuve Saint-Laurent et de l’intérieur des provinces
de Québec et d’Ontario et a ainsi ouvert la voie à l’établissement de colons
européens au Canada;
que sa compréhension remarquable des divers
peuples indigènes lui a permis de s’allier avec eux pour établir un réseau de
traite des fourrures dans l’ensemble du Québec et de l’Ontario;
que, par sa détermination exceptionnelle
malgré de dures épreuves, il a été l’un des grands fondateurs du Canada;
que le peuple canadien souhaite reconnaître
et honorer la précieuse contribution que Samuel de Champlain a apportée au
Canada et à ses citoyens,

Now,
Therefore, Her Majesty, by and with the advice and
consent of the Senate and House of Commons of Canada, enacts as follows:

2. Throughout Canada, in each and every year,
beginning in the year 2004, the twenty-sixth day of June shall be known as
“Samuel de Champlain Day”.

2. À partir de l’an 2004, le 26 juin est, dans tout le Canada,
désigné comme « Journée Samuel de Champlain ».
