Public Service Modernization Act (PSMA)

On April 1, 2005, a new Public Service Labour Relations Act came into force, along with amendments to the Financial Administration Act.

This reform promotes better labour-management relations and improved human resources management. It is one of the key changes introduced by the Public Service Modernization Act.

Campusdirect offers two online products which form part of the Public Service Modernization Act (PSMA) Learning Strategy.

  • Essentials of Public Service Labour Relations Act (PSLRA) / Financial Administration Act (FAA)
  • Essentials of Public Service Employment Act (PSEA)

These online modules are based on Session 1 and Session 2 of the Canada School of Public Service's classroom course PSMA Accountabilities and Responsibilities (P101). The content has been extracted from the classroom participant's manual and other handouts, and augmented with links to resources on various government Web sites.

The online component of the PSMA Learning Strategy, like the classroom courses, is aimed at employees at all levels of the public service.

Management Accountability Framework (MAF)

The Government of Canada aims to provide the highest quality of service to the public. To achieve this, it is committed to excellence in four areas critical to a well-performing public sector:

  • focusing on citizens
  • embracing a clear set of public service values
  • managing for results
  • ensuring responsible spending

Modern Comptrollership is a key priority on the Government's modern management agenda. It aims to provide managers with integrated financial and non-financial performance information, a sound approach to risk management, appropriate control systems and a shared set of values and ethics.

Public Service Core Learning

The Canada School of Public Service (CSPS) launched a new learning series to provide managers at all levels with the basic information needed to make the appropriate decisions in this constantly changing and complex environment. Aligned with the Management Accountability Framework (MAF), this curriculum addresses key areas where public service employees have stewardship responsibility: HR Management, Finance, Procurement and Information Management.
