Good Practices in Organizations
other than the Government of Canada: Parliamentary Accountability, Results-Based
Management and Management Competency Development Strategies
ABSTRACT
This report lists several “good” practices identified in
a number of countries or Canadian provinces between November 2003 and
January 2004 and discusses them in terms of their transferability to the
Canadian government. On the topics of parliamentary accountability, results-based
management and competency development strategies, three research teams
present and discuss the concepts and issues involved for public servants
in Canada. For each topic, the report describes the general system of
public administration prevailing in the country or province in question,
the particular system of the individual departments, organizations or
agencies considered and certain promising practices, also referring the
reader to an electronic source or contact person that could provide complementary
information. For each best practice, the report discusses to what extent
it could be applied in Canada, pointing out cases in Canada where certain
organizations are either in the process of adopting the practice or have
already done so.
Key words: practices, competencies, accountability, management, results,
parliament, plans, priorities, Canada, Australia, Great Britain, United
States.
